IEHP Partners with Walgreens and IEDC to Host Vaccine Clinic

To bring COVID-19 vaccines to the high desert, Inland Empire Health Plan (IEHP) has partnered with Walgreens and the Inland Empire Disabilities Collaborative (IEDC), hosting a vaccine clinic at the health plan’s Victorville Community Resource Center. The first of multiple upcoming clinics was held on Monday, April 5, and administered 465 vaccines.

These clinics, known as “community-based equity clinics,” are designed for trusted community sites in adversely impacted areas to support communities of color, those with limited English proficiency, or a significant digital divide.

 “Access to receive the COVID-19 vaccine is critical in the fight against the virus,” said Dr. Gabriel Uribe, IEHP director of community health. “Taking a hands-on approach and transforming our Victorville Community Resource Center into a vaccine clinic puts that opportunity in reach for so many Members and community residents. As a community-based health plan, it’s what we will continue to do.”

IEHP’s Victorville Community Resource Center, located at 12353 Mariposa Road, Unit C2 and C3 in Victorville, was transformed into a vaccination clinic equipped to administer 500 vaccines in a single day. The set up included five vaccination stations as well as an observation area to monitor for any side effects post vaccination.

Every shot given moves us one step closer to hugs, employment and rebuilding our communities,” said Dr. Karen Hansberger, IEHP chief medical officer.  “We care for those that have been on the front line of this pandemic and have taken some of its hardest blows.  Keeping our Members and the community safe by bringing vaccines into our underserved areas is our calling to ensure no one is left behind.”

In addition to the vaccination clinic in Victorville, the health plan is continuing to host a super vaccine site in partnership with San Bernardino County at their Rancho Cucamonga Headquarters. IEHP has also partnered with SAC Health System, local churches and community organizations to staff and support vaccine distribution efforts.

New Fellowship Program Keeps Doctors in the Inland Empire

Aiming to keep the best doctors in the Inland Empire (IE) while developing a new generation of physician leaders, Riverside County Medical Association (RCMA) and Inland Empire Health Plan (IEHP) have partnered to create a Population Health Fellowship Program for physicians who have just completed their primary care residency programs.

This first-of-its-kind program focuses on retaining and training the best primary care residents in the IE by offering an unprecedented educational opportunity facilitated by physician leaders in the IEHP network.  The program also offers loan forgiveness incentives to help reduce the pressures of student debt and eliminate the strain of low-paying fellowship programs.

“Being a physician is not an easy career path,” said Dolores Green, RCMA Executive Director. “However, by connecting physicians to the resources and support they need early on, we hope they will find more fulfilling and productive careers in the IE. We want them to reach their full potential as leaders and agents of change in the health care system.”

To kick off the program in July-August 2021, two inaugural Fellows will work with two IE physicians from IEHP’s network. Dr. Ashley Molina will join the Arrowhead Family Medical Group with Dr. David Lanum, and Dr. Kacie Paik will join Dr. Tarek Mahdi at Riverside Family Physicians.

Barry Bittman, MD, Inland Empire Foundation for Medical Care’s Chief Population Health and Quality Officer and the fellowship’s faculty chair, says the unique program provides a strategic path for physician-led transformation that is critical to advance our healthcare system into the future. “Our conceptual framework has been built upon the premise that acquiring and putting into practice key population health perspectives and insights early on in one’s medical career is the best way to prepare physicians to become effective change agents,” says Dr. Bittman. “What’s truly unique about this fellowship is that our primary goal ultimately extends beyond physician practices — our aim is to positively transform the health of our communities.”

The need for quality physicians has never been greater in the region, which continues to face an immense provider shortage. According to the California Health Care Foundation, the Inland Empire has one of the lowest ratios of Primary Care Physicians (PCPs) and specialty physicians per 100,000 people in California.

To help address the provider shortage, the health plan has also started a Healthcare Scholarship Fund for 50 medical students in the IE who, upon graduation, will commit to serving in the region for at least five years.

“This is an exciting opportunity for physicians in our region and the community we so passionately serve,” said Jarrod McNaughton, IEHP’s chief executive officer. “Building a support system around our physicians early on and working with them to fill in the personal and professional gaps they face, will ensure better care and health for Inland Empire residents. Our physicians deserve to be taken care of the way they are expected to care for our Members, and we’re grateful to partner with such incredible organizations to do just that.”

IEHP Doctors Deliver Optimal Care During Pandemic

Aiming to heal and inspire the human spirit, IEHP is proud to partner with a network of more than 6,400 Doctors and Providers who are personally committed to uphold this mission for a diverse population of 1.3 million Members.

A part of the health plan’s network of Providers, Dr. Chahat Thakur, practices family medicine in Rancho Mirage, Calif., and is dedicated to providing preventive care for patients, even in the face of the COVID-19 pandemic. “I’ve learned that fear and stigma associated with diseases are what ails patients. Compassion and empathy along with scientific recommendations go a long way in helping patients mitigate the risks brought on by the pandemic,” said Dr. Thakur.

“As a child, I was truly amazed by the nobility and selflessness of doctors I saw. Their compassion and enthusiasm to do good for the community and the values instilled in me by my parents were a major source of inspiration for me. The blessings and appreciation received from patients I have helped and benefited, is my biggest reward as a doctor,” added Dr. Thakur. “As a physician I can only recommend solutions, but the practical implementation is made possible by the dedicated network of professionals at IEHP.”

Supporting the efforts of Providers like Dr. Thakur, a team of nine Medical Directors and Executives, all of which are either an M.D. or D.O., proactively lead initiatives in the health plan’s Heath Services Department, under the direction of Chief Medical Officer Dr. Karen Hansberger.

Dr. Ernesto Campos, one of IEHP’s Senior Medical Directors, became a primary care physician after being deeply inspired by the sacrifice and hard work of his immigrant parents to provide a life for him in the United States. Today, Dr. Campos continues to carry that inspiration close, focusing on quality of care for IEHP Members.

“In my opinion, quality is at the core of healthcare delivery,” said Dr. Campos. He is proud of his Medical Director colleagues who work diligently to ensure that the “standard of care” is being met at the various points of care delivery.

 “We remain mindful that each of our Members is deserving of the best possible care and that we can make a difference in the communities we serve,” said Dr. Campos. “I strive to be a good model in promoting and illustrating the standard and it is rewarding to see when our efforts lead to positive outcomes.”

The health plan recognizes providing optimal care and vibrant health for Members and the Inland Empire Community is crucial to upholding the mission of both healing and inspiring the human spirit.

“Doctors are the personal touch in health care,” said Dr. Hansberger. “Even in this pandemic, our Providers and Medical Directors have never wavered from connecting with the needs of the Member to provide the best healthcare possible. We’re grateful for their work and their continued dedication to do the right thing to make our region a happier, healthier place for all.”

IEHP and SACHS Bring Vaccine Clinic to IE Church

Inland Empire Health Plan (IEHP) and SAC Health System (SACHS) joined forces to provide a COVID-19 vaccine clinic to eligible residents at St. Paul African Methodist Episcopal Church (St. Paul AME) in San Bernardino, Calif., on March 14.

Through the collaboration, 322 vaccines were administered by SACHS and more than 300 bags of groceries were distributed by IEHP. “We are super grateful for the IEHP partnership,” said Dr. Jason Lohr, chief executive officer at SACHS. “When a health plan and healthcare provider come together to focus on community health needs, anything is possible.”

Attendees were alerted of the vaccine clinic through St. Paul AME and their partnership with six other Inland Empire churches who were each allocated 50 vaccines spots

“Without this collaboration, our congregation and community would’ve continued to suffer from the effects of COVID and the lack of access to the vaccine and healthcare,” said St. Paul AME’s Reverend Shephard. “We’re looking forward to keeping this partnership going (beyond the shot clinic) and expanding the efforts into other cities within San Bernardino County to bring equity and accessibility to healthcare in underserved communities.”

IEHP also mobilized their employees to volunteer in assisting with clinic set up, vaccine administration and grocery distribution. “We are a community-based health plan and we’re deeply committed to whatever it takes to bring needed resources to those who need it most,” said Dr. Karen Hansberger, chief medical officer at IEHP. “Last year it was groceries and COVID-19 testing. Right now, it’s the vaccine.  With great partners like SACHS and our Black community leaders, we were able to make this pop-up clinic happen.”

The health plan is working to ensure continued collaborations with partners and local community organizations like St. Paul AME to bring vaccines to residents. In addition, IEHP also plans to continue serving San Bernardino County as a vaccine supersite by hosting an appointment only clinic in their Rancho Cucamonga headquarters until late summer—or longer, if needed.

“Serving our communities in this way is our greatest honor,” said Jarrod McNaughton, IEHP chief executive officer. “Whether it’s handing out groceries, adjusting policies in care or staffing a vaccine clinic, we’re grateful to be a part of the reminder that better, healthier days lie ahead for us all.”

Doctors Address COVID-19 Vaccine Myths During Spanish-Language Webinar

Inland Empire Health Plan (IEHP) and Loma Linda University Health (LLUH) will host a COVID-19 webinar for Spanish-speaking populations in the Inland Empire on Sunday, March 21, from 5-6 p.m.

The free interactive webinar will feature a panel of physicians addressing common COVID-19 vaccine myths and will include a Q&A session where viewers can submit questions for clinical review and response. The program will air on IEHP’s YouTube channel on and will be presented in Spanish only. This webinar is open to the general public and no registration is needed.

Panelists include: Dr. Liset Stoletniy, LLUH pulmonologist, Dr. Dafne Moretta, LLUH cardiologist, and Dr. Ernesto Campos, IEHP senior director of health services. The conversation will be moderated by Cesar Armendariz, IEHP’s senior director of community health.

“Factual information can help curb anxiety and uncertainty — and understanding the COVID-19 virus and vaccines to make an informed decision is no different,” said Dr. Stoletniy. “I am hopeful that we can help our community make informed decisions for themselves and their families to ensure their health and safety.”

IEHP and LLUH generally serve Medi-Cal and Medi-Care populations who largely identify as Hispanic or Latino. IEHP alone serves a population of 1.3 million residents in Riverside and San Bernardino County, with 56% of its Medi-Cal population identifying as Hispanic.

The pandemic has disproportionately affected California’s Hispanic and Latino communities with a COVID-19 death rate 21% higher than the statewide populations (as indicated from state data).

“Providing our Members and Communities with accurate COVID-19 information is critical,” said Dr. Campos. “Each population we serve is incredibly unique and we need to do all we can to meet our neighbors where they are. No COVID-19 question or concern is too big or small for this event and we hope that this webinar provides our Spanish-speaking communities with the information they need to live their healthiest life, in the present and beyond.”

Statement against Anti-Asian racism and violence

IEHP adamantly condemns discrimination and violence against the Asian American and Pacific Islander community. As attacks on the AAPI community have continued to increase over the last year, we cannot – and will not – stay silent.

Our mission is to heal and inspire the human spirit. We will not rest until our communities enjoy optimal care and vibrant health. This feat is not possible if we stay silent on the racism and discrimination experienced by far too many in our country and in our own communities.

To support our mission, it is critical that we advocate for the inclusion, safety, and belonging for people of all races, national origins, and ethnicities.

To do so, we must all come together and commit to being part of the solution. We must commit to having difficult conversations about racism and discrimination in our country.

Stand with us, have conversations in your own circles and choose to listen to the communities that need us to.

IEHP Continues Advocacy and Partnerships to Fight Racial Inequality

IEHP continues to partner with community organizations in Riverside and San Bernardino counties to fight for racial equality in the Inland Empire (IE).

The most recent activity includes a $2,000 sponsorship to the Center Against Racism and Trauma’s (CART) first I.E. Antiracist Summit. Held on March 17, this virtual event teaches IE residents about the Anti-racism Movement and how to actively fight against racism. Registration for this event can be found at destroyracism.org/events.

“These are conversations that are vital to addressing issues and implementing change,” said Marci Coffey, IEHP community partnerships director. “We’re grateful to support CART, the host committee and the Black Equity Initiative in their ability to bring them to the IE.”

To help strengthen Black-led and Black-empowering organizations, IEHP has also partnered with Inland Empire Community Foundation, the Black Equity Initiative, and the Inland Empire Funders Alliance providing a $50,000 sponsorship to the Inland Empire Black Equity Fund.

The health plan is taking steps beyond financial support and sponsorship, working with local health and community organizations to host webinars on issues specifically affecting Black and Hispanic communities. In addition, IEHP is committed to supporting equity in all public policies by staying involved and compliant with the state’s upcoming California Advancing and Innovating Medi-Cal Initiative, known as CalAIM.

CalAIM’s multi-year initiative has three main goals: to identify and manage member risk and needs through whole person care approaches and addressing Social Determinants of Health (housing, food insecurity, etc.); to move Medi-Cal to a more consistent and seamless system by reducing complexity and increasing flexibility; and to improve quality outcomes, reduce health disparities and more.

“We have to face racial disparities in our communities head on,” said Jarrod McNaughton, IEHP chief executive officer. “It is no secret that the COVID-19 pandemic has hit residents at racially disproportionate rates, and we need to do all we can to address it. As a community-based health plan, we look forward to supporting and continuing collaborative efforts to fight for racial equality and advocacy in our own backyard and beyond.”

From Health Plan Headquarters to Super Vaccination Site: Inside the First and Only Health Plan in California Hosting a Vaccine Clinic

More than 3,374 residents have received their first dose of the COVID-19 vaccine at Inland Empire Health Plan’s Headquarters, which has been transformed into a San Bernardino County COVID-19 Super Vaccination Site.

First launched two weeks ago in collaboration with San Bernardino County, IEHP is the first and only health plan in the state to host a vaccine clinic in their corporate headquarter building. IEHP’s ENERGY STAR® certified Atrium building spans more than 400,000 square feet and supported more than 2,300 Team Members (IEHP employees) prior to the COVID-19 pandemic. 

“With 96% of our Team Members working from home, there was no reason our headquarters couldn’t be used to support our community during this time,” said Jarrod McNaughton, IEHP chief executive officer. “By collaborating with our county partners, our facilities teams and our very own Team Members to support the effort, we were able to quickly transition our space into a vaccination supersite.”

Through appointments and careful scheduling, the clinic can administer 500 vaccines in a single day and plans to work up to administering 1,000 vaccines per day, based on vaccine availability. The clinic also includes options to support individuals with mobility issues, as well as an observation area to monitor for any side effects. 

After two weeks of operation, IEHP’s vaccination site has received positive feedback, highlighting the easy site accessibility, spaciousness of the area and the simple clinic flow. 

“IEHP’s outstanding partnership is key to the County’s efforts to vaccinate everyone in our community quickly and equitably,” said San Bernardino County Board of Supervisors Chairman Curt Hagman, who also serves as Vice Chairman of the IEHP Governing Board. “Vaccination is our county’s path out of this pandemic and back to normal, and there’s no better partner than IEHP to have on that road to good health and safety.”

The clinic is located at 10801 Sixth Street in Rancho Cucamonga and is scheduled to run for approximately six months, or as long as it’s needed. Appointments are required and can be made at SBCovid19.com/vaccine.

To ensure members have the latest information on vaccine distribution efforts, the health plan will continue to work with Riverside and San Bernardino Counties to provide the latest information on their website, iehp.org and work with Members who are in need of transportation support to and from appointments. In addition, IEHP will work to engage other health plans in the hopes of providing additional vaccine sites in the IE. 

“Using our space to support our communities is the right thing to do,” said McNaughton. “We’re a community-based health plan with a deep-seated commitment to ensure our communities enjoy optimal care and vibrant health, especially those most vulnerable. Having access to the COVID-19 vaccine is just one thing we can do now to ensure our neighbors have a chance to live healthier, happier lives.”

Riverside County Official Receives National Honorable Mention Award

Matteu (Matt) D. Daniels, Riverside County Department of Public Social Services (DPSS) Regional Manager, has been awarded one of this year’s honorable mentions by the Association for Community Affiliated plans (ACAP). Nominated for the Leadership in Advocacy Award by Inland Empire Health Plan (IEHP), Daniels was recognized for his decade-long partnership and immense dedication to providing healthcare access to underserved populations in the community. 

In a nomination letter to ACAP, Jarrod McNaughton, IEHP chief executive officer, commended Daniels for being a tireless advocate in the support and promotion of Medicaid and the populations it serves in Riverside County, including low-income individuals, seniors and persons with a disability, and those with significant health needs.

“In order for a community-based health plan to thrive, partners like Matt are essential,” said McNaughton. “Matt continues to fight with passion and purpose to ensure care and support for more than 870,000 Medicaid eligible individuals in Riverside County. Matt’s efforts illustrate what it means to care for your neighbors. We look forward to continued collaboration in our efforts to heal and inspire the human spirit and are thrilled ACAP has recognized him in this way.”

ACAP, an association comprised of 78 not-for-profit, community-based Safety Net Health Plans across the country, awards one individual each year for their advocacy of Medicaid and other safety net health programs. Due to the overwhelming number of outstanding nominations, ACAP has included honorable mentions in this year’s Annual ACAP CEO Summit.

“Thank you, IEHP for the nomination and to ACAP for recognizing me and the Riverside County Department of Public Social Services (DPSS) with this honorable mention,” said Daniels. “It is the mission of Riverside County DPSS to serve the residents of Riverside County and to establish partnerships with other agencies, such as IEHP, with the goal of exceptional service delivery.  There are many wonderful, dedicated people in Riverside County DPSS who work hard to ensure our partnerships are a success and that our residents receive the healthcare benefits they need.”

In his nomination letter, McNaughton also highlighted several projects and key initiatives Daniels and his team collaborated with the health plan on—noting these projects were the first of their kind. Projects included the development and implementation of processes to help Members keep their benefits, collaboration to reinstate more than 1,000 Riverside Medicaid residents who were mistakenly disenrolled during the pandemic, and efforts to better support various Member groups by leveraging data.

“We’re truly inspired by Matt and his dedication to his community and are proud of him for receiving this award,” said Thomas Pham, IEHP vice president of strategy. “The insight Matt brings to the table is genuine, comes from the heart and has really made a difference, especially in the meaningful and urgent work we’ve done to address the on-going public health crisis.”

In recognition of his honorable mention, Daniels was presented with a plaque and has been invited to virtually attend this year’s Annual ACAP CEO Summit in June.

IEHP Hosts County COVID-19 Vaccination Site

To support essential COVID-19 vaccination efforts, Inland Empire Health Plan (IEHP) has partnered with San Bernardino County to host a super vaccination site.

The clinic will be held at IEHP’s headquarters at 10801 Sixth Street in Rancho Cucamonga beginning on Tuesday, Feb. 23. Regular hours of operation will be Tuesdays through Saturdays from 10 a.m. to 6 p.m. The vaccination clinic is scheduled to run for approximately six months. Appointments are required and can be made at SBCovid19.com/vaccine.

“The county’s partnership with IEHP will result in a very visible increase in the number of vaccinations we carry out in San Bernardino County and make vaccinations much more accessible to important segments of our population,” said Curt Hagman, who serves as both Chairman of the San Bernardino County Board of Supervisors and Vice-Chair of the IEHP Governing Board.

“IEHP is a well-known and respected name in healthcare in our region,” Second District Supervisor Janice Rutherford said. “I’m confident they will be a great partner in our efforts to get more people vaccinated in a very efficient manner.”

County and IEHP nurses will administer approximately 500 vaccines per day and plan to work up to administering 1,000 vaccines per day, based on availability. The clinic will include options to support individuals with mobility issues and an observation area to monitor for any side effects.

“Getting these vaccines to our residents is a critical element in our fight to contain COVID-19,” said Karen Hansberger M.D., IEHP’s chief medical officer, “Residents should be vaccinated as soon as they are able and we are doing all we can to make that happen. Receiving the vaccine as a community puts us one step closer to living safe and healthy lives.”

To ensure members and residents have the latest information on vaccine distribution efforts, the health plan will continue to work with Riverside and San Bernardino Counties and provide the latest information on their website, iehp.org.

To address the social needs of Inland Empire residents during the COVID-19 pandemic, Inland Southern California United Way (ISCUW), Inland Empire Health Plan (IEHP), Coachella Valley Health Info Place (CVHIP) and the Inland Empire Health Information Organization (IEHIO) continue to leverage long-standing partnerships to provide residents access to social services and support through telephone and online platforms like 211 and Connect I.E. Both services are available 24,7, free to the public.

Through these platforms, the partnership has connected more than 305,665 residents and families to needed resources since March 2020. These needs range from food and housing insecurity, health and wellness, support for persons with disabilities, to children and family support.

The 211 phone service is accessed by dialing 2-1-1 on any telephone and is locally powered by ISCUW. Callers are matched to available resources based on need and can be linked or referred directly to a supporting agency or organization.

Connect I.E. (ConnectIE.org) allows residents to search for resources like food pantries, legal services and more with just a zip code. With each search request, residents are provided with an up-to-date list of local community resources to fulfill or support needs.

“ISCUW211+ is proud to partner with IEHP and IEHIO to provide critical community services to our residents in need,” said Kimberly Starrs, ISCUW’s vice president of external affairs. “We are committed to ensuring equity in access to information, especially for those who are homebound, speak languages other than English, or may not have access to technology. The contact center has kept pace with the ever-changing needs of the community throughout the pandemic, including providing non-medical COVID-19 information and scheduling vaccine appointments.”

Furthering their support to uninsured residents who called 211 with medical questions or concerns related to the COVID-19 pandemic. Through key partnerships with both counties, IEHP and Carenet Health, uninsured callers can receive free medical advice 24/7. “The exceptional service provided by our Community Resource Advisors has demonstrated the utility and importance of the contact center to the continued health and well-being of the community,” added Starrs.

With 211’s utilization increasing (supporting more than 244,668 residents since March 2020) and to reduce wait times for residents, ISCUW has leveraged their partnership with IEHP, CVHIP and IEHIO to ensure the continuity of resource access to residents through the Connect IE platform.

Community Organizations have also turned to Connect IE to send and receive referrals and ensure residents receive services in a timely manner. In addition, IEHP is actively working to increase access to these resources by making the platform’s referral system available to network providers.

“Ensuring our communities have access to social services that lie outside of traditional healthcare but greatly impact their overall health and wellness is critical,” said Dr. Gabriel Uribe, IEHP director of community health. “Working hand in hand with our partners at ISCUW and IEHIO enhances this effort and effectively connects residents to what they need, when they need it. Working together, we can fill in the gaps and work to ensure our communities enjoy optimal care and vibrant health.”

Early Report on IEHP’s Housing Initiative Suggests Cost Savings

A new peer-reviewed report by the nonprofit RAND Corporation examines how six months of enrollment in Inland Empire Health Plan’s (IEHP) Housing Initiative impacts service utilization, health outcomes, and costs for a cohort of 162 members.

Recognizing that health and housing are closely intertwined, IEHP’s Housing Initiative, first launched in 2018, provides permanent supportive housing (PSH), case management, and rent support for health plan members who are experiencing homelessness, chronic health conditions, and frequent usage of health services.

While the latest report suggests a decrease in the use of inpatient and emergency care services and decreases in cost, it also indicates that enrolled participants often require more intensive care and case management to stabilize their medical and behavioral health conditions during the “transition period” between homelessness and finding permanent housing.

The report indicates that, once enrolled in the program, care costs decreased from an average of $5,264 in the transition period to $2,876 (over 45%), suggesting that placement in PSH may be associated with reductions in service utilization and costs.

A previous RAND study on the Housing Initiative marked IEHP’s success in identifying some of the health plan’s most vulnerable unhoused members. On average, the first cohort of participants enrolled had 17 chronic and acute health conditions, generating a median health care expense of $70,447 per patient per year—nearly 20 times the average cost for an IEHP member.

“Identifying and supporting these members by enrolling them into our Housing Initiative Program is critical,” said Dr. Karen Hansberger, IEHP chief medical officer. “Due to their complex medical conditions and living situations, we know time is of the essence, and we need to work quickly and consistently to ensure these members have a chance to enjoy optimal care and vibrant health.”

The RAND team believes a longer-term evaluation will help determine the stability of care utilization, health outcomes and costs associated to PSH, and will publish results in the future.

To support increasing interest in these programs at the state and federal levels, results from this on-going study will be added to the body of scientific literature on housing programs administered by health care organizations.

“We are thrilled by the promising findings illustrated in these reports,” said Jarrod McNaughton, IEHP chief executive officer. “We look forward to continuing to track the impact of this program at one year and beyond to not only support our most vulnerable members, but to encourage continued interest and adoption of programs like our Housing Initiative.”

Local Seniors Receive Handmade Valentine's Day Cards

While COVID continues to isolate families and loved ones, Inland Empire Health Plan (IEHP) employees are determined to show love to seniors who reside in Inland Empire skilled nursing facilities (SNFs).

This Valentine’s Day, more than 2,100 handmade greeting cards will be distributed to seniors in these living facilities. Receiving centers include: Inland Valley Care & Rehab in Pomona, Jurupa Post-Acute Center in Riverside, Las Colinas Providence in Ontario, and Palm Grove Healthcare in Beaumont.

“Times have been tough on everyone because of COVID-19, especially for our seniors in nursing care facilities,” said Kristy Garan-Martinez, IEHP utilization management director. “Many facilities have had to reduce visitation time between seniors and their families, and others have had to reduce the mobility of residents around the center to allow for social distancing,” she added. “We really want these residents to know that we are thinking of them and that they are truly in our hearts.  Despite our distance, we want them to feel special and loved.”

Mobilizing volunteers and generating support for efforts like these, IEHP’s Community Partnerships team works with employees to share needs and volunteer opportunities throughout the community.

“Every resident and community member counts,” said Marci Coffey, IEHP community partnerships director. “Our Team Members know this and actively volunteer to support causes that embody this sentiment. Our mission is to heal and inspire the human spirit, and we hope these handwritten cards remind residents of the love we have for them and how important that their health and well-being are to us.”

Supporting the effort, IEHP’s Executive Director of Technology Operations, Jane Maass, encouraged her teams to participate by organizing a friendly competition between business units. In total, her teams created 1,532 cards to distribute. “Everyone was eager to get creative and do something to support these residents,” said Maass. “Our teams are always excited to jump in and do the right thing, no matter the situation.”

To support residents in SNFs throughout the pandemic, the health plan has organized socially-distant outdoor parades and began its practice of creating and distributing handmade greeting cards—more than 1,400 in 2020—to residents at centers across the region. IEHP plans to continue these card distributions throughout the year.

“These calls for support never go unanswered by our IEHP family,” said Jarrod McNaughton, IEHP chief executive officer. “I am never surprised by the love and commitment our Team Members show to our Members, Providers, Partners, Neighbors and each other. I hope our community residents in skilled nursing facilities know that each greeting card they receive is truly from the heart of an IEHP Team Member who truly cares and is actively working to make the region a healthier place for us all.”

IEHP Provides $50K Sponsorship to I.E. Black Equity Fund

Inland Empire Health Plan (IEHP) will provide a $50,000 sponsorship to the Inland Empire Black Equity Fund to strengthen Black-led and Black-empowering organizations. The pooled fund, established by the Black Equity Initiative of the Inland Empire (IEBEI) and the Inland Empire Funders Alliance, will have multiple outcomes aimed at achieving racial equity in the region.

Formed in 2014, the IEBEI is comprised of more than 20 Inland Empire Black-led organizations that share a desire to improve social and racial inequities through empowerment, education, and policy change. By collective effort, the group has addressed issues ranging from criminal justice reform to educational attainment, youth development, empowerment, health and well-being.

“Through our partnership with the Inland Empire Community Foundation, we learned of this momentous initiative and were eager to get involved and contribute,” said Marci Coffey, IEHP director of community partnerships. “The outcomes outlined in the initiative are intentional, necessary and will create positive momentum for change in our region.”

Outcomes include highlighting the history and impact of the Inland Empire’s Black-led and Black-empowering organizations, providing sustainable support for systems change work tied to the Black Equity Initiative strategic plan, and more.

Managed by the Inland Empire Community Foundation (IECF), the fund is seeded by IECF and The California Endowment with a goal to raise $5 million. Members of the Black Equity Initiative will serve as key decision makers in the distribution of resources.

“The collective actions, partnerships and coordinated response to address racial inequities in our region is truly a bold step forward,” said Jarrod McNaughton, IEHP chief executive officer. “As a community-based health plan, we are dedicated to promoting equality across the spectrum and are grateful for the opportunity to contribute to the initiative.”

IEHP to Receive $32M for Behavioral Health Support

To increase behavioral health’s integration with traditional health care models, the State of California will award Inland Empire Health Plan (IEHP) with $32,376,142 in funding over the next two years. The health plan will then disperse these funds to local medical organizations throughout the Inland Empire (Riverside and San Bernardino counties) to support programs that enhance behavioral health integration for both IEHP Members and Medi-Cal Members at large. 

The goal is to help clinical Providers improve physical and behavioral health outcomes, care delivery, and patient experiences by developing or expanding integrated care practice models. Funding is tied to the state’s $140 million investment into the Behavioral Health Integration Incentive Program, which is leveraging $70 million from Proposition 56 tobacco tax revenue.

“Nearly two million California residents are suffering from a serious mental illness and need treatment,” said Dr. Takashi Wada, IEHP vice president of population health. “This support from the state will allow us to respond to this need and work to improve upon the current system and how care is accessed and routinely provided. Funds will also provide for further collaboration with our providers to support the whole person health of our community.”

To receive funding from the health plan, eligible Providers were invited to apply and submit project proposals that effectively responded to the state’s objective. Eligible providers included primary care, specialty care, perinatal care, hospitals, and behavioral health providers.

The Department of Health Care Services (DHCS) approved 32 projects from 83 proposals after an extensive evaluation and selection process.  These projects represent 20 different organizations whose goal is to improve an existing system and support access to mental health treatment for countless residents in the Inland Empire. 

Projects focus on key areas including basic behavioral health integration, maternal access to behavioral health, medication management for those who are mentally ill, diabetes screening for those with mental illness, and hospitalization/emergency room follow-up for those who were treated for mental illness.

The program was originally scheduled to begin in 2020; however, due to the COVID-19 pandemic, the effort was paused by DHCS and resumed in July of 2020.  Projects are scheduled to start in early 2021.

IEHP Celebrates Top Workplace Award

Inland Empire Health Plan (IEHP) has been named a winner of the Inland Empire Top Workplaces 2020 Award and has placed second in the United States Healthcare Industry (based on organization size category 1000-2499) for scoring in the 91st percentile in a recent Energage Survey.  The survey highlighted IEHP’s engaged and mission-oriented employees, clued-in leaders, innovation, and strong commitment to company values.

The survey was administered to IEHP’s 2,300 employees in August 2020, nearly six months after the health plan transitioned most of its staff to work from home amidst the COVID-19 pandemic. The employee survey participation rate was 93%—well above average for most organizations.

“Our high engagement scores reflect the strong culture that exists at IEHP, despite the circumstances,” said Janet Nix, Ed.D., IEHP chief organizational development officer. “IEHP’s team culture is based on strong relationships with each other in doing the right thing for our members, providers and each other.  These results show that we have not lost that commitment and can still connect with each other in a significant way to carry out our mission!”

Survey results indicated a strong confidence in leadership and company direction. In addition, IEHP employees reported feeling appreciated, encouraged to have a work-life balance, able to openly share new ideas, and proud to do meaningful work. “Seeing these qualitative aspects of IEHP’s culture come forward in measurable data is exciting,” added Dr. Nix. “These are the factors that make IEHP so unique and reflects the true joy our employees feel to be a part of the team.”

“I am able to work in my profession doing what I love, serving others and making a difference in their lives under the direction of responsible, honest and caring managers,” expressed an IEHP Behavioral Health and Care Management employee in the survey. “I am part of this company because its mission and goals are a reality in our service to members and to us as team members. I am blessed and proud to work for IEHP and I am not gaining anything in return for saying that because this survey is anonymous. And my fellow team members feel the same.”

Following through on IEHP’s mission to heal and inspire the human spirit, health plan employees continued to support the local community in both traditional and new ways. Efforts included collaboration with local health agencies and organizations to adjust contracts to better support providers, the donation of more than two million PPE units, and participation in more than 450 community events and activities in 2020.

IEHP Welcomes San Bernardino County Third District Supervisor Dawn Rowe to Governing Board

Inland Empire Health Plan (IEHP) is proud to announce San Bernardino County Third District Supervisor Dawn Rowe has joined the health plan’s Governing Board and will serve alongside the dedicated members who represent both Riverside and San Bernardino counties.

A Southern California native, Supervisor Rowe was appointed to the Board of Supervisors in December of 2018. Prior to this appointment, Rowe served on the Yucca Valley Town Council from 2010 to 2014 and was re-elected by her Third District constituents, initiating her first four-year term on the Board of Supervisors in December 2020.

“I am very excited to welcome Supervisor Rowe as the newest member of our Governing Board,” said Chair Karen Spiegel, Riverside County Second District Supervisor. “Supervisor Rowe’s experience representing some of San Bernardino County’s most diverse communities, and her holistic approach to addressing and ensuring equitable access to healthcare, will be a valuable addition to our Board.” 

As the San Bernardino County Third District Supervisor, Rowe represents one of the largest districts in in the county, spanning the Mojave Basin to the mountain communities, and the city of Barstow to the valley communities. As County Supervisor, Rowe is focused on making San Bernardino County a business-friendly environment, improving infrastructure, and strengthening public safety.

“I’m excited to join the IEHP Governing Board and have a role in providing quality healthcare to Inland Empire residents,” said Supervisor Rowe. “Affordable healthcare access continues to be a priority for working families in our region, and I want to ensure IEHP continues to meet their needs.”

Supervisor Rowe joins the health plan’s Governing Board which is comprised of four elected County Supervisors and three appointed members of the public.

Current members include: Karen Spiegel, Riverside County Second District Supervisor; Curt Hagman, Chairman of the San Bernardino County Board of Supervisors and Fourth District Supervisor; Daniel P. Anderson, President and CEO of Riverside Community Health Foundation; Jeff Hewitt, Riverside County Fifth District Supervisor; Andrew Williams, Joint County Public Member; and Eileen Zorn and former health care clinician and educator.

“Supervisor Rowe brings a wealth of public service experience and will be an effective representative on the IEHP board,” said Vice-Chair, Curt Hagman, Chairman of the San Bernardino County Board of Supervisors and Fourth District Supervisor. “Having her leadership will no doubt bring a new and fresh point of view in serving our community. I look forward to working with Supervisor Rowe in continuing IEHPs record of innovation and compassionate service.”

Since the establishment of IEHP’s Governing Board, the body has greatly supported and influenced the development and implementation of IEHP’s Health Homes Program, the Housing Initiative, Behavioral Health Integration, and more.

IEHP Supports Primary Care Doctor Visits

With a decline in patients seen by Inland Empire physicians during COVID-19, Inland Empire Health Plan (IEHP) would like to remind all members and community residents about the importance of seeing their primary care physicians for routine and preventive care appointments.

IEHP physicians saw a 30% decrease in primary care visits between March – September 2020 (compared to the same time the year prior), which has been attributed to the COVID-19 pandemic. With so many residents bypassing preventive care visits, many medical professionals are concerned how this might impact the health and wellness of the Inland Empire community once the pandemic subsides.

In a recent interview with Good Day LA’s Michaela Pereira, IEHP’s Chief Medical Officer Dr. Karen Hansberger offered helpful tips about how to access care, assuring residents of the precautions being taken to ensure their safety. “Your doctor and health care providers are prepared,” Dr. Hansberger said. “They have protocols in place to keep you safe if you need to be seen.” 

“You can also call your doctor,” Dr. Hansberger added. “Many of the concerns you may have, like getting prescription refills, can be addressed over the phone and you may have the option for a televisit with your doctor.”

During the interview, Dr. Hansberger expressed the importance of prioritizing care. She shared that while some appointments like mammograms can be delayed by a few weeks, they should not be put off for more than six months. “Don’t be afraid to access health care,” said Dr. Hansberger. “Certainly, if you feel sick, you need to access health care.”

If members or residents have questions about seeking medical attention for non-emergency situations, they are encouraged to contact their primary care physician. Residents in need of medical or health benefits can call (866) 294-4347 for enrollment assistance and to be linked to a doctor.

“Your physicians are here and are equipped to support your health and wellness, even during this pandemic,” said Dr. Hansberger. “We encourage our members and community residents continue to access the care they need, when they need it so that we can all continue to stive to enjoy optimal care and vibrant health.”

Victorville Community Resource Center Named California HUD EnVision Center

In partnership with the Housing Authority of San Bernardino County (HACSB), Inland Empire Health Plan’s (IEHP) Victorville Community Resource Center (CRC) has been designated as the first EnVision Center in San Bernardino County, the first center in HUD Region IX (AZ, CA, HI, NV) to partner with a health plan, and seventh in the state of California.

This designation, declared by the United States Department of Housing and Urban Development (HUD), highlights the center’s ability and commitment to empower households with resources and support needed to become self-sufficient. Resources pertain to economic empowerment, educational advancement, health and wellness, and character leadership. Enhancing this commitment, HACSB will now be accessible to members and community residents at the health plan’s Victorville CRC.

“Having HACSB on-site is a win for the community,” said Delia Orosco, IEHP Victorville CRC manager. “Their presence will provide access to various affordable housing programs and together, we can work to elevate and empower our neighbors to live the very best lives they can.”

Established in 2019, IEHP’s Victorville CRC is one of three centers in the Inland Empire and includes locations in Riverside and San Bernardino. As a trio, the CRCs refocused their efforts in 2020 to support community residents by hosting various grocery distributions, flu vaccine clinics and more. 

Traditionally, the centers offer youth mentorship, immigration services, legal services, health and wellness classes, children’s programming, and healthcare coverage education in both English and Spanish and have established partnerships with Goodwill Southern California, Community Action Partnership of San Bernardino, TODEC Legal Services, and Young Visionaries Youth Leadership Academy.

“While success on one level may be measured by the number of people served by the Inland Empire Health Plan’s Victorville Community Resource Center,” said Christopher Patterson, HUD regional administrator, “the true measure of success will be determined by the number of persons who achieve greater self-sufficiency. The extent to which they independently gain the financial means to rent, or even buy, their own homes, is a success we can all celebrate.”

To qualify for designation, HSCSB participated in an intensive review and application process that evaluated the Victorville CRC’s operations plan, including funding sources and strategy, outreach plans and center goals.

“As a longtime partner of IEHP, we are thrilled to collaborate in this way and expand resources provided at the Victorville CRC,” said Maria Razo, HACSB executive director. “This strategic partnership will allow us to share resources with those in need and open us up to additional collaborations with partners to enhance this commitment throughout our county and beyond. We are grateful to IEHP for their collaboration which will allow our families to conveniently access the comprehensive array of onsite services.” 

IEHP’s Victorville CRC will join a short list of seven existing California HUD EnVision Centers, including: NHS Center for Sustainable Communities in Compton, La Familia’s Maple Neighborhood Center and Fruit Ridge Community Collaborative in Sacramento, Coalition for Responsible Community Development in Los Angeles, Metro Career Center in San Diego, and Hemet Envision Center in Hemet.

“This designation came from the partnership, dedication, acknowledgment of needs, and commitment to the health and wellness of our communities,” said Jarrod McNaughton, IEHP chief executive officer. “We are so grateful to have partners like HACSB who truly embody our mission to heal and inspire the human spirit and are willing to collaborate to ensure that our most vulnerable populations have access and opportunities to empower themselves and lead healthier lives.”

IEHP Placed in 99th Percentile for Provider Satisfaction

Inland Empire Health Plan’s (IEHP) Providers shared their experience with the health plan  in this year’s Provider Satisfaction Survey, issuing the health plan a 96.6% satisfaction score for the year and placing it in the 99th percentile for Provider Satisfaction nationwide. And while the high satisfaction rate is inspring, the plan is paying close attention to areas  and opportunities to better support their Providers. 

Administered to the health plan’s provider network annually by phone and through a third party vendor, the survey seeks to assess Provider satisfaction with the services and support they receive from IEHP. The survey included responses from Primary Care Physicians, Specialists and Behavioral Health Providers.

“This year especially, the information shared in our Provider Satisfaction Survey is critical,” said Susie White, IEHP chief operating officer. “Our providers are our boots on the ground and they know first hand what is and isn’t working. To ensure our members have the care and services they need, we have to make sure our providers are feeling confident with the tools and resources we’ve made available to them.”

To effectively survey the health plan’s provider network, the survey focused on key drivers of Provider Satisfaction. These included: Access to care managers, helpfulness of the health plan call center staff in obtaining referrals for patients, and the timeliness of obtaining pre-certification, referral or authorization information.

Of the providers who responded, 98.7% shared that they’d recommend IEHP to other physicians’ practices. Broken down by category, IEHP ranked within the 99th percentile for Provider Relations, health plan call center staff, pharmacy, utilization and quality management, and coordination of care. The health plan also scored in the 98th percentile in the financial category.

While the health plan scored well in the telehealth area of the survey, IEHP did spot an opportunity to enhance access to resources and information for the use of telehealth services.  “It’s been a very tough year for our Providers and while we are thrilled to hear the positive responses, we are also incredibly eager to learn what more we can do to better support them as they continue to care for our members and communities,” added White.

IEHP Earns 2020 ENERGY STAR® Certification

Inland Empire Health Plan (IEHP) has earned the United States Environmental Protection Agency’s (EPA) 2020 ENERGY STAR® certification with a star score of 85. This indicates that Inland Empire Health Plan’s Atrium building in Rancho Cucamonga, Calif., is more energy efficient than 85% of similar properties nationwide.

The EPA’s ENERGY STAR certification is the only certification in the country that is based on verified energy performance. According to ENERGY STAR, certified buildings are able to save energy, conserve funds and protect the environment by generating fewer greenhouse gas emissions than typical buildings. To be certified, a building must meet or exceed a star rating of 75.

IEHP’s Atrium supports 2,300 employees (team members) and is more than 400,000 square feet. The health plan, which moved their headquarters from San Bernardino to Rancho Cucamonga in 2013, has made consistent strides to ensure building operations run as efficiently as possible.

“I am really proud of IEHP’s commitment to environmental protection through energy efficiency,” said Angelo Cox, IEHP senior director of facilities. “We take our responsibility to care for our communities and environment seriously and value this recognition of our efforts.”

Although the majority of the health plan’s team members are currently working from home, due to the COVID-19 pandemic, the team is eager to continue to improve and increase their STAR score in the future.

“We’re very proud to have our headquarters named an ENERGY STAR certified building,” said Susie White, IEHP chief operating officer. “As one of the largest employers in Rancho Cucamonga, it is our corporate social responsibility to carry out our business operations as energy efficient as possible. IEHP Unveils New Mission in 2020 Holiday Message

Inland Empire Health Plan (IEHP) has a story to tell and after more than 24 years serving the Inland Empire, they are ready to share it. In a new holiday message titled, “A Gift of Hope,” the health plan unveiled their new mission: to heal and inspire the human spirit.

The video was written and created by Sergey Astakhov, IEHP digital media producer. “This isn’t a commercial or an ad, this is a heartfelt message. The boy in the story is a metaphor for IEHP and the inner human desire to want to help another,” shared Astakhov. “IEHP reminds us of that desire, as the health plan has continued to take care of members, providers, and team members during this time.”

Astakhov also noted how the story concept transcends to all age groups and walks of life. “No gift is greater than the gift of kindness and that was a huge part of the story. I believe it hits home for so many. Especially during this pandemic, where so many are losing their businesses and shutting down just like the story,” Astakhov said. “I am beyond grateful IEHP has given me the opportunity to utilize my creative and technical knowledge to illustrate that and help bring the organization's story to life.”

While the IEHP has shared a peek at their new new mission in the ad, the health plan will be announcing their full mission, vision and values statements in early 2021.

“As a community-based health plan, IEHP’s mission, vision and values define the ways in which we work,” said Jarrod McNaughton, IEHP chief executive officer. “It’s the direction we’re going in and a declaration of responsibility to our members, providers, partners and the greater community. Although these goals are not new to us, they present clarity and focus on our priorities moving forward.”

In the last few years the health plan has taken great strides in moving beyond traditional healthcare and focusing on social determinants of health for both members and the greater community. These efforts include: opening a third community resource center, hosting various events addressing food insecurity, donating to organizations supporting racial equity, establishing a housing initiative, and donating more than $1.5 to support the construction of a senior apartment living center in the Inland Empire.

“We will not rest until our communities enjoy optimal care and vibrant health,” added McNaughton. “Through the creativity, heart, and dedication of team members just like Sergey, we are eager to continue our work and ensure the healthy outcomes seen in our message, become a reality for all in our region.”

IEHP Hosts Community Toy Drive

Inland Empire Health Plan (IEHP) Community Resource Centers (CRCs) are giving back to families in need this holiday season by hosting contactless, pull-up and pick-up drive-thru events, distributing free toy gift sets for children ages 3-12 years on December 18.

Gift sets will include three toys per child and will vary depending on age. Events will be held at all three of the health plan’s community resource centers in Riverside, San Bernardino, and Victorville. Pre-registration is required.

“The hardships and the loss our communities have felt this year have been tremendous,” said Delia Orosco, IEHP Victorville CRC manager. “As IEHP team members and community residents, it is our honor and privilege to support our neighbors in this way. We hope these toys will spark smiles and joy among families this season and that it serves as a reminder that we really are in this together.”

This is not the first time the health plan has used their three CRC’s to distribute resources to residents in need. Earlier this year, the health plan used the centers to distribute groceries and hygiene items, backpacks for school children, Thanksgiving turkeys and flu shots. The health plan also continues to distribute groceries to residents weekly, valuing more than $1.5 million, since June.

“While impacts of the pandemic have been devastating for many, it will not change the heart IEHP has for our communities,” said Cesar Armendariz, IEHP senior director of community health. “With our incredible teams and partners, we’ve been able to consistently support our communities this year and plan to continue to outreach and offer supportive services in the year to come. It is our mission to heal and inspire the human spirit and we are committed to make that happen!”

Dr. Hansberger Discusses Safe Options to Accessing Healthcare on Good Day LA

How can you safely seek healthcare during the COVID-19 pandemic? Our Chief Medical Officer, Dr. Karen Hansberger joined Good Day LA’s Michaela Pereira to share some helpful tips on how to do just that.

“Your doctor and healthcare providers are prepared, and they have protocols in place to keep you safe If you need to be seen,” said Dr. Hansberger.  “You can also call your doctor. Many of the concerns you may have, like getting prescription refills, can be addressed over the phone and you can have a televisit with your doctor. Sometimes you don’t even have to go in.”

Dr. Hansberger also stressed the importance continuing to invest in your health during the pandemic, noting that some appointments like mammograms, can be put off a few weeks but should not be put off for more than 6 months. “Don’t be afraid to access healthcare,” said Dr. Hansberger. “Certainly, if you feel sick, you need to access health care.

IEHP Supports 450+ Activities and Events in 2020

In a time when organizations have cut, downsized and canceled community events, Inland Empire Health Plan (IEHP) has remained true to their mission and ramped up participation and volunteer work, totaling involvement at more than 450 community events and activities in 2020.

“We needed to get really creative and pivot our usual activities to address what is needed by members and our community during this pandemic,” said Marci Coffey, IEHP director of community partnerships. “As a result—thanks to our partnerships, the humble hearts of team members, and lots of COVID-19 precautions—we were able to stay meaningfully engaged with our community at a time when they needed us most.”

In support of this effort, 117 IEHP team members volunteered their time through “Helping Hearts,” the health plan’s employee community volunteer program.

“I believe in supporting my community through volunteerism,” said Michelle Crandall, IEHP clinical systems administrator. “The Helping Hearts Program is very flexible, has a variety of volunteer opportunities, and makes it easy for team members to get involved and participate.”

Through this program, team members undergo an outreach certification process and can sign up to volunteer at various events supported by the health plan’s outreach and community partnership teams.

“IEHP’s Helping Hearts Program gives me the opportunity to help my community improve their health and well-being and strengthens my commitment to support IEHP members and our community partners in such a personal way,” added Crandall.

Events include socially-distanced parades at Inland Empire skilled nursing facilities, drive-thru literacy book giveaways, Breast Cancer Awareness Pink Stops, drive-in movies, backpack distributions, healthcare heroes appreciation cheerleading at various hospitals, drive-thru food distributions, staffing local food banks, food deliveries to Senior Living Apartments, delivering 1,400 handmade cards to skilled nursing facilities, and donating more than 2 million PPE units to health agencies in the region.

“IEHP team members are truly the heart of the organization,” said Jarrod McNaughton, IEHP chief executive officer. “The genuine love we have for our members, providers and community is seen in the work done every single day. Whether it’s volunteering at a community event or finding innovative ways to support our members or providers, IEHP team members will stop at nothing to ensure our communities enjoy optimal care and vibrant health.”

IEHP Funds Program to Address Young Adult Homelessness

Inland Empire Health Plan (IEHP) has provided $15,000 to fund Point Source Youth’s local Host Homes Program. The program, which launched on Nov. 2, provides supportive, short-term housing for 20 young adults (ages 18-24) in the Inland Empire who are experiencing housing instability. The health plan also facilitates weekly meetings, providing hands-on support throughout the year-long program.

A national initiative, Point Source Youth’s Host Homes Program provides safe and welcoming short-term housing (1-6 months) for young adults who are experiencing homelessness for a variety of reasons including familial conflict, poverty, sexual orientation, gender identity and gender expression. These interventions provide a safe environment for young adults to heal, improve relationships with family, or assist in future living decisions with the help of a case manager.

In addition to IEHP’s sponsorship, local community partners—such as Free Mom Hugs Inland Empire,  Inland Empire United Way, 211 San Bernardino, and Goodwill Southern California—will be offering support by connecting young adults with community members or providing case management support. 

“Community partnerships and support are key to making the Host Home Program work,” said Orlando Roybal, Point Source Youth Director. “We are all able to provide a critical piece to the puzzle in creating a community response to youth homelessness by leaning on each organization's talents and best practices to ensure that all needs are met for our participants to thrive. By working together, centering youth voice, and removing barriers, we can all make a difference for youth experiencing homelessness.”

To be eligible for the program, young adults complete a background check and an interview. They must be employed, actively seeking employment, or be enrolled in an academic program. Host Home families also complete a background check and an interview. In addition to being residents of San Bernardino County, they must have an extra bedroom in their home and a commitment to provide a safe, welcoming, non-judgmental environment for an eligible young adult for at least 3 to 6 months.

“Regardless of a person’s age, housing instability can lead to instability in other facets of life, especially health,” said Dr. Gabriel Uribe, IEHP Director of Community Health. “To ensure the most vulnerable young adults in our communities have opportunities to thrive in all aspects of life, we must work together to fill in the gaps, where we can. While Host Homes living arrangements are temporary, we believe their impacts will last a lifetime.”

IEHP Provides Flu Shots and Groceries to Community

Inland Empire Health Plan will provide two flu vaccine and grocery distribution events for the communities of Riverside, San Bernardino and Victorville on Nov. 23 and 30. Social distancing and masks are required at all events and registration is preferred.

Due to rising unemployment rates and a surge in COVID-19 cases, the need for both food and access to flu vaccines has increased greatly. “In response to this need, we’re fortunate to leverage our CRCs in key geographic locations to reach vulnerable populations and serve as resource hubs to provide food for community residents and flu shots for IEHP members,” said Cesar Armendariz, IEHP community health senior director. “We also encourage folks to come out and get their flu shot if they haven’t done so already,”

As flu season continues, there have been alarming concerns over the severity of contracting both the flu and COVID-19. According to Centers for Disease Control and Prevention (CDC), the best way to reduce this risk is to receive a flu vaccine and continue to follow CDC regulations.

“As a community-based health organization, it is our responsibility to do all we can to support our neighbors in need and ensure they have access to all the necessary precautions to staying healthy this flu season. Working hand in hand with community partners, our teams are able to support this great need in the safest way possible,” added Armendariz.

Supporting partners include: Rite Aid, Community Action Partnership of San Bernardino, Family and Kids Foundation, the City of Riverside, and High Desert Second Chance.

IEHP Receives Health Equity Award for Engaging Communication

Inland Empire Health Plan (IEHP) received the 2020 Health Equity Award for their ability to engage and connect with members via text message during Governor Newsom’s social isolation order this year. The award was given by mPulse Mobile, a leader in conversational AI solutions for healthcare, during their annual Activate Awards.

IEHP launched the 45-day, two-way text campaign to engage at-risk members (seniors or persons with disabilities), offering tips to stay connected with friends and family, get physically active and explore new hobbies. They also provided resource links to support these activities.

Participating members were able to select their message frequency and engage at their own pace and level.  Many members expressed gratitude for the health plan’s communication efforts. “It’s nice that you are persistent and messaging people, so we know someone out there cares,” said one member. “It is stressful to have to go through COVID, especially for people with health issues, like me.”

Using mPulse’s analytics, IEHP learned that 86% of participating members found the program helpful, with highest satisfaction levels in the Spanish-speaking population. “Staying connected to our members at all times is important, but especially during the peak of social isolation,” said Michelle Rai, IEHP chief communications and marketing officer. “These types of outreach efforts to support our members demonstrate that IEHP is truly a health plan with a heart.”

Award winners were selected by their significant outcomes and impacts made while using mPulse Mobile’s software and services. The Health Equity Award is a new award category, making IEHP the first health plan to ever receive it.

“Intentional connection with our members, especially those most vulnerable, is critical to who we are as an organization,” said Jarrod McNaughton, IEHP chief executive officer. “Receiving this award for our innovative approach to connecting with members is an honor, and we look forward to finding new and innovative ways to continue meeting our members, right where they are.”

Inland Empire Health Plan Honors San Bernardino County Supervisor Josie Gonzales

Inland Empire Health Plan (IEHP) honored San Bernardino County Supervisor Josie Gonzales during its Nov. 9 board meeting, commemorating her 16 years of service as the County’s Fifth District Supervisor, including 10 years as a member of IEHP’s Governing Board.

First appointed to the IEHP Governing Board in 2004 through 2009, Supervisor Gonzales served as Vice-Chairman from January 2006 through December 2006. In 2015 she was re-appointed to the board and continued to inspire collaboration and relationship building with various community organizations.

“We can’t thank Supervisor Gonzales enough for her tireless dedication to our community through her service on our board and commitment to our mission,” said IEHP Chief Executive Officer Jarrod McNaughton. “In her 10 years as an IEHP Governing Board Member, Supervisor Gonzales greatly influenced and supported the health plan’s work in addressing homelessness and increased outreach to support the needs of children in the Inland Empire.”

Through her involvement, IEHP established the Housing Initiative and several housing development partnerships to provide stable and supportive housing to homeless members with complex care needs.

Supervisor Gonzales also played an instrumental role in helping the health plan make essential connections to better serve children in the community, connecting IEHP to organizations like First 5 California and local school districts.

”It has been my privilege to be part of the IEHP family, to have worked among people with whom I share a mutual passion and vision for helping individuals, families and children, who for whatever reason – in a time of their lives – find themselves needing our assistance,” said Supervisor Gonzales. “My time on the IEHP Board has allowed me to champion wonderful causes and open doors to address complex issues, such as homelessness combined with innovative access to healthcare enabling long term benefits to its members.”

“I believe in 15 years if not sooner, if we are determined and focused to work the IEHP plan, we can successfully address homelessness by creating safer, healthier homes and communities for our families,” added Supervisor Gonzales. “We know that good quality healthcare is critical to our children’s ability to learn, and that their future success depends on it. It is by understanding the relevance of these important connectors that will create healthy, stable and safe environments for our children by which we will certainly achieve our goal.”

In addition, Supervisor Gonzales was a critical source of support in helping the health plan ramp up transportation benefits, establishing a partnership with Omnitrans, and ensuring members’ access to needed care and services. 

“The ‘people first’ philosophy Supervisor Gonzales lives by and unwavering advocacy for underserved populations have made lasting impressions at IEHP,” McNaughton added. “We wish Supervisor Gonzales all the best in her future endeavors and will forever be grateful for her contributions and efforts to make the Inland Empire a vibrant and healthy community. Inland Empire Health Plan Sponsors City of Victorville’s Virtual Freedom Run

Honoring veterans both near and far this Veteran’s Day, Inland Empire Health Plan (IEHP) has provided a $2,500 sponsorship to support the City of Victorville’s Virtual 5k Freedom Run.

The event, spanning the week of November 9-13, encourages Victorville residents to walk or run 3.1 miles in their neighborhood or local park. To honor friends and family who served our country, participants had access to download and print a running bib on which to display the name of the veteran they are honoring. The first 200 registered participants also received a 2020 Freedom Run t-shirt, water bottle and bag.

“It’s important for us to honor our veterans for the sacrifices they have made to defend our freedoms,” said Victorville Mayor, Gloria Garcia. “With IEHP’s sponsorship, we’re able to find a meaningful and personal way for community members to demonstrate their support for all veterans and to recognize those who are near and dear to their hearts.”

Loma Linda University Children’s Hospital and IEHP Present Free Webinar Addressing Pregnancy during COVID-19

Loma Linda University Children’s Hospital and Inland Empire Health Plan are teaming up to help expectant mothers understand the issues surrounding pregnancy during COVID-19. The hospital and health plan will present a free webinar on Tuesday, Nov. 10, at 5 p.m. via the LLU Children’s Hospital and IEHP Facebook pages.

The webinar will discuss risks, symptoms, and possible complications of COVID-19 during pregnancy. Speakers will include LLU Children’s Hospital physicians Dr. Courtney Martin and Dr. Ruofan Yao, as well as IEHP’s Chief Medical Officer, Dr. Karen Hansberger, and IEHP’s Senior Family and Community Medical Director, Dr. Priya Batra.

“We are grateful for the opportunity to partner with IEHP regarding COVID-19 and pregnancy,” said Dr. Martin, medical director for maternity services at LLU Children’s Hospital. “Across the state and here in the Inland Empire, we have seen the disproportionate impact to Latina women and those with state funded insurance. We have also seen a higher rate of respiratory failure in this same population. We hope to share with our partners in the Inland Empire what we have learned through the large volume of cases at Loma Linda University Health, California Maternal Quality Care Collaboration bi-weekly meetings, and up-to-date research.”

“COVID 19 is a never before seen complication for obstetric management,” said Dr. Yao, OBGYN and maternal fetal medicine specialist at LLU Children’s Hospital. “At Loma Linda University, we monitor every case of COVID-19 infection to determine the best treatment course in order to optimize the health of mom and baby.”

During the webinar, viewers will have the opportunity to ask questions and actively engage with Doctors, who will be responding to questions and comments live.

“This is uncharted territory for all of us,” said Dr. Karen Hansberger. “However, that does not change IEHP’s commitment to our members, providers and partners. Working together and sharing this information allows us to support our members who are expecting and gives us a great opportunity to further support the general communities we’re honored to serve.”

IEHP Wins State Innovation Award

Inland Empire Health Plan (IEHP) was recently awarded the prestigious California Department of Healthcare Services (DHCS) Innovation Award for 2020. The award was based on IEHP’s groundbreaking work using location intelligence to reach high-risk members and providers in geographic areas affected by power outages, wildfires, and other natural disasters.

This is the fourth time the health plan has received this honor—more times than any other health plan in California. In prior years, the health plan received the Innovation Award for its forward-thinking efforts in creating the IEHP Housing Initiative (2018), BH Integration and Complex Care Initiative (2017), and the Transitional Care Project (2015).

“As a health plan, our number one priority is supporting our members and the communities we serve,” said Dr. Karen Hansberger, IEHP chief medical officer. “In emergency situations especially, we need to be able to sustain that support. Using this intelligence, we can quickly identify and reach our high-risk members and providers, connect them to our multidisciplinary care teams, and assist in meeting their needs, including relocation to safe and stable environment.”

To make this happen, IEHP partnered with geospatial technology company Esri to implement their location intelligence project.

“We are so thrilled for IEHP and the well-deserved recognition bestowed on them by winning this award. By overlaying data from local utilities, emergency response authorities, and IEHP’s patient records, the health plan developed an application that allows frontline staff to identify member’s homes and facilities that are in proximity of wildfire perimeters or power shutoffs.

This capability was a tremendous help to the health plan during the 2019 California Wildfires. Using this intelligence, the health plan was able to monitor, relocate and support members who rely on electrically based durable medical equipment (such as ventilators), ensuring continuity of care for members.

IEHP Collaborates to Distribute $1.3M+ in Food and Grocery Items

Since June, Monday mornings have revolved around one thing for Inland Empire Health Plan’s (IEHP) Community Outreach team: putting food on the table for residents. To date, the health plan has worked with more than 60 community partners and is on track to distribute more than $1.3 million in food and groceries to Inland Empire (IE) residents.

Through IEHP’s partnership with the Inland Empire Disabilities Collaborative, USDA-approved items including fresh produce, dairy and chicken, are organized, divided, and prepped for distribution to local community-based organizations that distribute the food directly to residents.

“The need for food has always been one of the greatest needs our members have shared with us,” said Dr. Gabriel Uribe, IEHP director of community health. “Between layoffs, changes in income, and other unfortunate circumstances brought on by the COVID-19 pandemic, the need for food has increased tremendously. Through collaborations and partnerships with several organizations in the community, we’ve been able to respond to those needs in greater ways than we’ve imagined.”

To date, more than 593 tons of produce, meat and dairy products have been distributed, valuing $1,378,368.

“Since we are not traditionally in the food space, we had a lot to learn and are so grateful to the partners who helped us get started,” said Marci Coffey, IEHP director of community partnerships. “Music Changing Lives and Community Action Partnership of San Bernardino were key to the success of our food distribution efforts getting off the ground.”

In addition to this Monday morning effort, the health plan has also helped staff local food banks, hosted drive-thru events, organized grocery deliveries to Senior Living Apartments, created and delivered more than 1,400 handmade cards to skilled nursing facilities, and sourced and donated PPE to be distributed to health agencies in the region.

“Actively listening to our members, providers and the community to better understand everyone’s needs has always been the IEHP way,” said Cesar Armendariz, IEHP senior director of community health. “During the pandemic, that didn’t change at all! In fact, we upped our efforts to do more so we could allocate our resources and energy in all the appropriate areas to ensure they were not only effective but could have the most immediate impact. We understand that times are tough for so many of our IE residents, and we are committed to continuing to do our part to inspire hope and lift up everyone’s spirits by continuing to bring more food to those in greatest need.”

L.A. Care Health Plan, Inland Empire Health Plan Announce Launch of Pharmacist Provider Program

Through USC’s California Right Meds Collaborative, L.A. Care Health Plan and Inland Empire Health Plan refer patients to community pharmacists for help in managing medications for chronic diseases that worsen COVID-19 outcomes; pharmacists will be reimbursed for clinical services and if health goals are met.

LOS ANGELES -- As COVID-19 continues to impact the Southern California region, L.A. Care Health Plan and Inland Empire Health Plan (IEHP) are announcing their partnership in the California Right Meds Collaborative, a pharmacist-led initiative founded at USC to improve health  outcomes in local communities, decrease health care costs, better allocate physician resources, and reduce unnecessary hospitalizations. 

Pharmacists in the California Right Meds Collaborative program provide clinical services to Medi-Cal, Medicare and Covered California patients in Los Angeles County and the Inland Empire who have persistently uncontrolled health conditions like diabetes, high blood pressure and asthma. L.A. Care Health Plan and IEHP – which together serve over three million members – provide payment to participating pharmacists based on accomplishment of treatment goals.

“By leveraging community pharmacies as neighborhood-based health hubs, patients who struggle with chronic disease control have easy access to Comprehensive Medication Management, a service that optimizes medication therapy,” said Steven Chen, associate dean for clinical affairs at the USC School of Pharmacy, who founded the program. “The California Right Meds Collaborative, focusing on population health priorities, allows pharmacists to collaborate with physicians to fully utilize their training for the benefit of patients, physicians and health plans and the community.”

With more than 90% of the U.S. population within 5 miles of a pharmacy, pharmacists are in a key position to play a greater role in managing diabetes, obesity, high blood pressure, asthma and other chronic disease conditions that greatly increase the risk of hospitalization and death from COVID-19.

“As the country’s largest publicly operated health plan, L.A. Care recognizes the expertise and value pharmacists provide as an integral part of the health care team,” said John Baackes, CEO of L.A. Care. “By pioneering a value-based payment program that engages community pharmacists, California Right Meds Collaborative connects patients with the most accessible and trusted health care providers right in their own neighborhoods.”

Patients love the program

Diabetes patients referred to participate in the L.A. Care California Right Meds Collaborative pilot program meet regularly with their pharmacist in-person or through telehealth visits for Comprehensive Medication Management, which includes evaluating all medications and making changes or recommendations in partnership with the patient’s physician. Patients receive education and counseling on proper medication use and self-management, and they receive extensive monitoring for efficacy/safety and dose adjustments. Pharmacists can also alert doctors if problems come up or the patient’s health doesn’t improve.

Earlier this year, Dana Prince of Los Angeles was referred to the California Right Meds Collaborative program by her physician, who told her that her 20-year history of uncontrolled diabetes put her at high risk for hospitalization and possible amputations.

Prince began meeting with her local pharmacist Dr. Christal Pham via video-chats, learning how to change her eating habits, exercise, monitor her blood sugar levels consistently and regulate her medications. Today she is meeting the health goals set by her physician. “I truly appreciate my pharmacist,” Prince says. “I just needed the push that said, ‘you can do it.’.”

Many of the pharmacists selected to participate in the California Right Meds Collaborative pilot program say the initiative is giving them a way to leverage their training and contribute to the health of their local community.

“Pharmacists have so much to offer in improving health outcomes,said Dr. Annie Thai of 986 Pharmacy. “We can spend time counseling patients to make sure they are adhering to their medication regimen, and we can make sure the doctor, patient, the whole team is in line with each other. That’s a win for everyone—patients, physicians, pharmacists, the community—particularly in this time of COVID-19.”

Physicians who partner with pharmacists in the collaborative benefit in many ways. The shortage of primary care providers has made physicians busier than ever, with limited time to address the medication-related needs of patients. In addition, physician payments today are frequently tied to the disease control status of their patients such as blood pressure or asthma control. Through the California Right Meds Collaborative, incentives are aligned to put the patient’s needs first, allowing patients to spend time with pharmacists to optimize medication therapy leading to increased physician, availability/access, and satisfaction. 

To support members with uncontrolled asthma, IEHP will roll out the program as well.

“California Right Meds Collaborative is a bold and innovative way we can enhance the health and wellness services we offer our members,” said Jarrod McNaughton, IEHP chief executive officer. “This program meets our most vulnerable members right in their own communities and provides an invaluable amount of resources to them. IEHP Surpasses 30K Medical_Medicare Milestone

Inland Empire Health Plan (IEHP) surpassed the 30,000-membership mark for their DualChoice Cal Medi-Connect Plan. This secures IEHP’s position as the nation’s largest not-for-profit Medicare-Medicaid Plan.

These Inland Empire residents, who have both Medicare and Medicaid, receive integrated health care services to  ensure that the most vulnerable in the community have access to needed care and services. Residents enrolled in this program are either 65 and older or are persons with a disability who also qualify for Medi-Cal. Pairing both Medicare and Medi-Cal programs together, DualChoice members receive access to integrated and coordinated care.

Integration includes access to Medicare and Medi-Cal benefits, long-term care, behavioral health, and home and community-based services. IEHP Care Coordinators work with each area to guide and support the member in managing and navigating their health service benefits with ease.

“Navigating the health care system can be intimidating for any population,” said Jeanna Kendrick, IEHP care integration senior director. “With the intensive, hands-on care coordination our teams provide our DualChoice members, we aim to truly improve their health and wellness by connecting the dots and filling in any gaps in care they may have. Spanning the enrollment phase and beyond, we want to provide them with as much guidance and support as we possibly can, every step of the way.”

To enroll in IEHP’s DualChoice Plan, residents may call the health plan’s Medicare Enrollment team directly at (800) 741-IEHP (4347). Working with callers to screen for eligibility, the Medicare Enrollment team will also help callers choose a primary care physician and connect them to the Care Management team to better understand their needs and create a personal care plan for them.

IEHP Organizes Drive-In Movie Events with Community Partners

Among many norms being missed during the COVID-19 pandemic are movie theaters. While traditional theaters remain closed, Inland Empire Health Plan (IEHP) is working to offer a safe sense of community and connectivity by organizing and sponsoring free Drive-In Movie Nights for members, social service essential workers, and the greater community.

In September, IEHP organized 4 Drive-In Movie Nights for plan members. Hosted at San Manual Stadium in San Bernardino, Disney’s Coco and Black Panther were screened in both English and Spanish. Hundreds of members have attended the events, inspiring the plan to seek additional screening opportunities for the broader community and organize a Drive-In Movie Night for social service essential workers, to thank them for their commitment and continued dedication to the community during the pandemic.

“The need for social services has tremendously increased during this pandemic,” said Dr. Gabriel Uribe, IEHP Director of Community Health. “There are no words worthy enough to describe the gratitude we have for the work our community partners have invested during this time. Between managing food banks, organizing drive-thru events, offering technology resources and more, they have all shown up for Inland Empire residents in one way or another. We are so proud and thankful to be able to host an upcoming event honoring their support and commitment to the community.”

Working to expand the reach of the positive impacts these events offer, IEHP will also provide sponsorships to various community partners, Like Free Mom Hugs, to host their own Drive-In Movie Nights.

“Just as our partners have pivoted and adjusted to continue serving our members and communities during this time, IEHP has, too,” said Dr. Uribe. “Movie theaters may be closed, but that doesn’t mean we can’t still enjoy movies safely, together.”

IEHP Hosts Pink Stops in Breast Cancer Awareness Month Event

Even in the face of COVID-19, the Inland Empire will continue Making Strides Against Breast Cancer, thanks to the American Cancer Society-Inland Empire.  To raise funds for breast cancer research, the organization has reimagined their annual Making Strides Against Breast Cancer 5k event, transforming it into a socially safe Pink & Go Seek scavenger hunt. In support of this event, on October 17, Inland Empire Health Plan (IEHP) will provide a $2,500 sponsorship and will host three Scavenger “Pink Stops” in the Inland Empire.

In addition to raising funds for breast cancer research, the American Cancer Society-Inland Empire’s annual events raise funds to educate the community about breast cancer, prevention, celebrate survivors and honor those taken by breast cancer. Solely dependent on public contributions, the American Cancer Society also provides programs that support people battling cancer.

“For the first time ever, our mission is at risk because of COVID-19,” said Julie Pizzitola, American Cancer Society sr. community development manager. “The real possibility of not being able to fund our lifesaving services and programs like our Road to Recovery Program, a free service that provides patient transportation to treatment appointments, is in real danger.”

IEHP’s three Pink & Go Seek participating locations include the plan’s three Community Resource Centers, located in Riverside, San Bernardino, and Victorville. All participating “Pink Stops” will be a drive-thru style stop or provide an area where social distancing can take place. “Pink Stops” may provide participants with photo ops, giveaways and more.

“We have to pivot and adjust in the way we support our local partners and communities, but we will not let COVID-19 stop us from supporting this annual event,” said Carmen Ramirez, IEHP community health manager, “We’re so thankful for partners like the American Cancer Society - Inland Empire for making this event happen and allowing us to continue our efforts to fight cancer, together.”

IEHP and Molina Join Forces to Provide Support for Job and Health Coverage Losses

Molina Healthcare of California (“Molina”), and Inland Empire Health Plan (IEHP) are joining forces to lead a new healthcare initiative called “Together4IE.” This collaboration will raise awareness about available coverage through Medi-Cal and the health insurance marketplace (Covered California) to support Californians affected by income or employment changes during the COVID-19 pandemic. The health plans launched a website and are offering a toll-free number (1-866-U2Apply) to learn more about securing affordable health insurance.

The California Employment Development Department reported that as of July 2020, more than 275,000 residents in the Inland Empire region were unemployed. The unemployment rates in Riverside and San Bernardino counties are both over 13%, having increased by approximately 4.7% and 4.4%, respectively, compared to the unemployment rates from 2019, which has led many to consequently lose health insurance coverage for themselves and their families.

“As many families face increased uncertainty during this time, Molina and IEHP are here to help them navigate the health care system,” said John Kotal, president of Molina Healthcare of California. “As a company with roots in this region for decades, Molina continues to advocate for quality access to health care for IE residents who need it most.”

Working together to support this population, the “Together4IE” initiative connects qualified residents to resources and works to reduce any stigma around government-sponsored health care. In addition to the resources made available, partnering organizations are actively engaging with individuals and families, as well as communities, to ensure that those interested in affordable health care are fully aware of the available options.

Community agencies engaged in support of the initiative include: Covered California, Arrowhead Regional Medical Center, Riverside Department of Public Social Services, Riverside University Health System, San Bernardino County Transitional Assistance Department, Southern California Edison, Southern California Gas Company, and hundreds of local community organizations.

“This is about doing the right thing for the community we know and love,” said Jarrod McNaughton, IEHP chief executive officer. “Through collaboration and partnerships with agencies in the Inland Empire, we can rally around our neighbors to fill in the gaps in care, coverage and information. IEHP Donates Campus Benches to Community Organizations

A designated space, even as simple as a bench, offers a place to share, connect, converse, pause, or rest. Inland Empire Health Plan (IEHP) recognizes the need for these designated spaces in community centers and has donated a total of 28 campus benches between Riverside’s Teen Challenge Center and San Bernardino’s Inland Empire Job Corps.

After previously partnering with the Teen Challenge Center and Inland Empire Job Corps at community events, IEHP’s Facilities Team wanted to support the organization’s commitment to the Inland Empire by providing benches for their campuses.

“We are a nonprofit organization that helps men deal with Controlling substance abuse,” said Steve Peak, Teen Challenge Center Maintenance Supervisor. “These benches will be placed throughout the property to give the men a place to sit, so that they can read their Bible, do their homework, or sit in fellowship. We thank IEHP so much for the donation. It will be used, and it is greatly appreciated.”

Organizations received their benches early last week through deliveries and pick-ups coordinated by IEHP’s Facilities Team. “Both centers were ecstatic and appreciative of the donations,” said Angelo Cox, IEHP’s Senior Director of Facilities. “They really appreciated that IEHP kept these local centers in mind and heart, especially during this time.”

To date, IEHP has provided local community-based organizations like Rim Family Services, Samaritan Counseling Center, Rolling Start Inc., and other Connect IE Partners with technology scholarships, grants, volunteer support, and additional resources.

“The work and dedication our partners give to our communities makes all the difference,” said Jarrod McNaughton, IEHP’s Chief Executive Officer. “We know organizations like Inland Empire Job Corps and the Teen Challenge Center make tremendous impacts on the community and to the lives of our members. In supporting them, we actively work together to make the Inland Empire a healthier place.”

IEHP Employees Distribute 800 Handmade Cards to Local Residents in Nursing Facilities

There is something to be said for handwritten greetings on paper, especially during this extended period of social isolation due to COVID-19. Inland Empire Health Plan (IEHP) understands the impact of the personal connection that this gesture provides and quickly mobilized employees to create more than 800 handmade, handwritten greeting cards to share with residents at Inland Empire skilled nursing facilities (SNFs) in the coming weeks.

“The impacts of social isolation have been a concern for us,” said Kristy Garan-Martinez, IEHP’s senior director of Utilization Management, “especially for those of our members in skilled nursing facilities who have had limited interaction with their families, friends and other residents because of our community’s social distancing measures,” she added. “We think these greeting cards can serve as a tender touch to the heart, a positive way to spread some joy, and to show our members that we’re thinking about them. We want to embrace a healing presence despite our distance, and we want them to feel loved.”

To spread these positive sentiments to residents at skilled nursing facilities throughout the region, IEHP team members got especially creative in their cardmaking efforts, even recruiting friends and family and local organizations to get involved in this fun and meaningful activity.

IEHP’s Executive Director of Operations, Jane Maass, was able to collect and contribute over 200 greeting cards by working with the National Charity League Inc. Foothill Chapter, a longstanding mother-daughter philanthropy organization that has been serving the community for more than 62 years. “With our service opportunities limited by COVID-19, our members are looking for ways to remain involved and this was perfect,” Maass said. “We had great participation with girls who jumped at the opportunity to make some creative cards with their families.”

Card deliveries will take place throughout the month and will be organized by the health plan’s Community Partnerships team. “I really enjoyed making these handmade cards knowing that we are able to let the residents of the SNFs know they are thought of and cared about. I hope, when they receive the cards, that the smile it brought me while writing them carries over to them,” said Maass.

Earlier this year, IEHP launched a texting program centered around coping during social isolation and discovered a significant need for programs such as this, especially with seniors. 

“Now more than ever, it’s important to consider the impact of a simple act of kindness,” said LuAnna Jáuregui, IEHP’s manager of Community Partnerships. “A kind message written on a piece of paper can make all the difference to a person who truly needs it, especially during this time,” Jáuregui added. “We are so grateful to our Utilization Management team and our organization for recognizing this need and for rallying together to spread kindness and hope to those most vulnerable in our community.”

Dr. Hansberger Discusses How to Stay Healthy During Poor Air Quality on Good Day LA

Is it safe to be outdoors with the current air quality? Our Chief Medical Officer Dr. Karen Hansberger answered that question during a recent interview with FOX 11’s Good Day LA.

“The air is not healthy for adults and it’s especially not healthy for kids,” said Dr. Hansberger. “Kids lungs are different. Their immune systems and how they respond to irritants in their lungs are different, so minimizing the amount of time they are outside is the best thing to do. Try to keep them in an indoor place with air conditioning running so that the air is filtered, and they have safer air to breathe.”

Dr. Hansberger noted that while wearing a cloth or n95 mask offers protection from visible fire debris, it does not protect from non-visible harmful chemicals. While these conditions deter us from spending time outdoors and outdoor dining at local restaurants, Dr. Hansberger says we can still support local restaurants by ordering take out, “so that they are here for us when this all passes.”

IEHP Boosts Community Health Workforce Amid Pandemic

Inland Empire Health Plan (IEHP) members with chronic and complex health conditions have additional support in their corner, thanks to the health plan’s recent addition of 49 Community Health Worker (CHW) program graduates. With more than 100 trained to date, these health workers support comprehensive care management for members with chronic conditions who are enrolled in the plan’s Health Homes Program

These frontline public health workers—serving as liaisons between health plans, social services, and the community—undergo nine weeks of intensive training at San Manuel Gateway College-Loma Linda University. Training curriculum covers topics such as motivational interviewing, trauma-informed care, medication review, assessment, and linking to community resources.

While this initiative began before the COVID-19 pandemic, IEHP and the University worked to ensure training could continue, adhering to social distancing regulations and taking advantage of distance learning opportunities.

“COVID-19 refocused our efforts,” said Dr. Elise Pomerance, Senior Medical Director of Practice Transformation at IEHP. “Putting CHW training on pause was not an option, especially with the new obstacles this pandemic presents. Our members with chronic conditions struggle to navigate their way to the health and wellness they deserve,” she added. “And this incredibly trained and supportive workforce is well-equipped to handle that need and to add additional support to our Health Homes Care Teams.”

To provide complex care for members experiencing chronic physical, mental health, and substance abuse conditions, IEHP’s Health Homes Program currently has 53 Health Homes Care Teams. These teams, located in geographical regions heavily populated with Health Homes eligible members, include a registered nurse care manager, behavioral health care manager, care coordinator, and a CHW, creating an integrated, multidisciplinary approach to whole person care. 

“Our CHWs have really become a critical part of the Health Homes Program work we do at IEHP,” said Bev Ching, Manager of Practice Transformation at IEHP. “Removing as many barriers and obstacles as possible, our CHWs enhance our members’ engagement and connectivity to the resources they need to improve their overall health and wellness.”

New Program Helps Seniors and Residents with Disabilities Bridge Technical Divide

To help ensure access for seniors and persons with disabilities to resources and communication through digital technology, Inland Empire Health Plan (IEHP) has awarded Rolling Start Inc., a non-profit organization serving people with disabilities, with a $5,000 sponsorship to support its new Digital Access Pilot Program. In addition to the sponsorship, IEHP will encourage interested employees to volunteer for the program, launching September 1.

Aiming to reduce the digital divide and social isolation experienced by seniors and persons with disabilities in the face of COVID-19, Rolling Start Inc.’s Digital Access Pilot Program will provide eligible individuals who have restricted or no internet access with paid access for up to three months, a Chromebook and instructional courses.

Program participants will be required to complete all instructional courses within a designated time to keep their devices. IEHP team members will use this training as a tool to teach program participants how to navigate social media websites, access telehealth benefits, and how to use the tool to improve communication with their medical providers.  

“While we are in the early stages of this program development, we have purchased 50 Chrome Books and have identified 30 qualified individuals who could benefit from a program like this,” said Lisa Hayes, executive director of Rolling Start Inc. “With IEHP’s partnership, we hope to connect with even more individuals and work to empower individuals to access what they need, when they need it from the convenience and safety of their personal digital device.”

To date, Rolling Start Inc. is one of 27 Independent Living Centers in California that are specifically designed to assist people of all disabilities and ages by offering an array of services that include: program referral, assistive technology, advocacy and other services. After recently receiving a grant from the San Bernardino County Department of Aging, Rolling Start Inc. will become an Aging Disabled Resource center, providing additional services to seniors in San Bernardino County.

“Partnering with Rolling Start in this way will allow us to further develop a program referral process through our Connect IE Platform,” said Carmen Ramirez, IEHP’s disability program manager. “This will allow IEHP and other organizations to refer eligible individuals to this innovative program and get them connected. Research and experience tell us that seniors and people with disabilities experience disproportionate rates of social isolation when compared to other populations, this project aims to significantly reduce rates of social isolation.”

Local Universities Receive $8M in Medical Scholarship Funds

Fifty students in the Inland Empire will receive medical school scholarships this academic year thanks to the Healthcare Scholarship Fund (HSF) from Inland Empire Health Plan (IEHP).

In an effort to address the physician shortage in the Inland Empire, IEHP has awarded $8 million in funding to three local universities and programs, including Loma Linda University School of Medicine, University of California Riverside, and the California University for Science & Medicine (CUSM).

This funding will allow each institution to independently manage scholarship applications and distribute funds directly to students. While the application process varies between institutions, IEHP requires a commitment from scholarship recipients to practice and serve in the Inland Empire for 5 years after graduation.

“We hope these scholarships will not only encourage and incentivize local students to reach their dreams of becoming doctors, but to stay and practice medicine in the Inland Empire as well,” said Jarrod McNaughton, IEHP Chief Executive Officer. “We’d like to be the bridge between dreams and action for students who dedicate their hearts to the field of medicine and do all we can as a health plan to provide students with a supportive network of healthcare professionals.”

According to the California Health Care Foundation, the Inland Empire has one of the lowest ratios of Primary Care Physicians (PCPs) and specialty physicians per 100,000 people in California. “Removing the barrier of debt for these students allows for increased dedication to the field and a way for us to work together to address the physician shortage in our two counties,” said McNaughton.

"I am grateful to IEHP for engaging with us to continue to expand access to care and healthcare provider options for our region,” said Dr. Tamara Thomas, Loma Linda University School of Medicine Dean. “By removing financial barriers, the Inland Empire Community Service Awards will make it possible for more of our students to follow their dream to serve the medical needs of our underserved communities."

Riverside City Murals Honor Local Influencers

Strolling through Downtown Riverside, you can’t miss Inland Empire Health Plan’s (IEHP) vice president of strategy, Thomas Pham, along with nine other Riverside Influencers on a new series of murals painted on August 8.

Organized by Arts for IE—a regional arts committee made up of the Riverside Arts Council, Arts Connection and Music Changing Lives—the mural series is a grassroots effort to enhance the walls of downtown streets with messages of hope, peace and inspiration.

A longtime Riverside resident, Pham’s 20+ years of service to the Inland Empire at IEHP led to his nomination and selection. From his role as the senior director of marketing and product to his recent promotion to vice president of strategy, Pham has contributed to both the creative and innovative elements that enhance the health and wellness of the 1.3 million Inland Empire residents IEHP serves.

“It’s an honor to be recognized in this way with so many other incredible influencers,” said Pham, a 12-year resident of Riverside. “I’m grateful my work with IEHP has allowed me to aid in both local and regional efforts to enhance health care access to both my neighbors and residents beyond Riverside County.”

In addition to Pham, mural influencers include Dr. Deborah Deas, Ninfa Delgado, Woodie Rucker Hughes, Gabriel Maldonado, Charles Bibbs, Dell Roberts, Nick Tavaglione, Sr., and Monica Hunter. The mural was designed and created by artists Ronald DelCid, Cosme Cordova, Darren Villegas, Lecila Victorin, Mariah Green, and Jesus Castaneda, and Riverside community volunteers assisted in bringing their vision to fruition.

“Community is what brings IEHP to life,” said Jarrod McNaughton, IEHP chief executive officer. “We are so thankful to have dedicated team members like Thomas who are incredibly committed to our mission and the communities we serve. At IEHP, we know our work begins at home, and we’re thankful for the opportunity to serve our neighbors and make our communities a better place.”

Victorville Civil Rights Essay Contest

To honor and recognize the achievements of individuals who have made contributions to advancing the civil rights of all people, Inland Empire Health Plan (IEHP) has provided a $1,750 sponsorship to support the City of Victorville’s 6th Annual Civil Rights Essay Contest for local elementary students.

The annual contest, kicking off this month, invites 5th and 6th grade students to write an essay about an American Civil Rights Leader and why he or she should be honored within Victorville’s Civil Rights Memorial. Based on the winning essay, a bronze plaque for the civil rights honoree will be added to the city’s memorial and will include an excerpt from the student’s essay.

The current memorial recognizes a diverse group of leaders including:  Dr. Martin Luther King Jr., Asa Philip Randolph, Frederick Douglas, Cesar Chavez, Harriet Tubman, and Lucy Burns.

Essays will be read by the City of Victorville Community Service Advisory Committee, who will evaluate submissions based on content, expression, research, and originality.

In years past, the City of Victorville has hosted a recognition ceremony to honor the civil rights leader and the student at the city’s memorial on Martin Luther King Jr. Day. This year’s ceremony is currently scheduled for MLK Day 2021, pending COVID-19 restrictions.

“Our Civil Rights Essay contest is one of my favorite annual events,” said Victorville Mayor, Gloria Garcia. “With IEHP’s sponsorship, we’re able to continue our tradition of bringing families, students, and community leaders together to honor the work and courage of incredible civil rights leaders. While we may face obstacles and challenges due to COVID-19, this will not stop us from encouraging local youth to learn about those who have made a difference in our world.”

The City of Victorville has sent invitations to elementary schools within the City inviting students to submit entries through Sept. 2, and the winning essay will be announced in October.  For more information, visit  VictorvilleCA.gov/CivilRightsMemorial.

Local Initiative Houses 164 Inland Empire Residents

Inland Empire Health Plan (IEHP) is addressing the homeless crisis one member at a time. In the first year of their Housing Initiative, IEHP housed 164 homeless members who have chronic health conditions and are high utilizers of health services. The innovative program also assigns members to case managers who provide benefit education and preventative health support. 

“We know housing is the cornerstone of better physical and mental health,” said Dr. Karen Hansberger, IEHP chief medical officer. “Due to the complex medical conditions of these members, it was critical to pair rental assistance with intensive case management. In doing so, we’re able to guide members step-by-step through the medical system, teaching them how to get the right care at the right time. With the security of a home and case management support, our members will be able to lead happier, healthier lives.”

Noting the success of the Housing Initiative’s ability to identify and enroll the plan’s most vulnerable members, the nonprofit RAND Corporation (RAND) recently published a peer-reviewed report based on participant experience prior to housing program entry. RAND analyses found the participants suffered from an average of 17 chronic and acute health conditions, generating a median healthcare expense of $70,447 per patient per year—almost 20 times the cost of an average IEHP member.  

Participants were highly likely to use ambulance services and inpatient general hospital care in the year prior to their enrollment. “We don’t want our members health to decline to the point of needing these services,” said Dr. Hansberger. “The program’s case management feature provides members with preventative care, ensuring the stability of their health and reducing the need for emergency or inpatient services.”  

Using findings as a baseline, RAND will examine the evolution of service utilization, health outcomes and costs of program members in the coming months.

“Permanent supportive housing is the right thing to do,” said Jarrod McNaughton, IEHP chief executive officer. “As a health plan, we are incredibly committed to supporting those most vulnerable in our communities and are grateful to the Department of Health Care Services and our federal system for allowing us to take innovative steps in addressing homelessness in our own backyard. We hope this initiative will help our members truly thrive and that the shared information will empower others to take action in their own communities.”

Local Students to Receive Free Backpacks and School Supplies

Supporting students’ return to school this fall, Inland Empire Plan (IEHP) and community partner, Young Visionaries, will host two “Pull Up and Pick Up” events, providing backpacks and essential school supplies to children and families who have RSVP’d online. The events will take place at IEHP’s Community Resource Center (CRC) in Victorville on Friday, August 7, and at the plan’s CRC in Riverside on Friday, August 21.

While most students in Riverside and San Bernardino counties will begin school virtually this year, child psychiatrist Dr. Gayani DeSilva, IEHP’s behavioral health director, stresses the importance of normalcy that a backpack provides. “Having a backpack, especially during these uncertain times, gives children a sense of regularity,” Dr. DeSilva said. “It’s a familiar place to hold their unique story and to give importance to this new year of learning and development.”

With one in five American children living in poverty, IEHP recognizes the need to help in other ways. In addition to backpacks and school supplies, items such as food, housewares, shoes, and hygiene products will also be offered at these events.

“Within two hours of Victorville’s registration opening, we reached capacity at 850 RSVP’s,” said Delia Orosco, Manager of IEHP’s CRC in Victorville. “We expect to have the same turnout for our upcoming Riverside event, knowing the need for these resources is only increasing.”

Further addressing food insecurity in the community, IEHP has also continued to organize food and dairy distributions through their resource centers and supports local food banks and pantries with distribution efforts. Frontline Healthcare Worker Builds Hope Through Music

Tad Worku, musician and emergency/trauma nurse at Loma Linda University Medical Center, writes music to offer hope to those impacted by the COVID-19 pandemic. Worku recently sat down with Jarrod McNaughton, chief executive officer of Inland Empire Health Plan (IEHP), to discuss the healing nature of music and the impact of the pandemic from his perspective on the front lines.
 
Worku, a son of Ethiopian immigrants, is no stranger to music or medicine. He has toured and performed with Grammy Award-winning musicians and producers who created hits for Beyoncé, Jennifer Hudson and more.

McNaughton, who has led IEHP since 2019, actively promotes a strong working relationship with IEHP providers and the communities they serve. “Tad has such an interesting story about the unique blend of professional provider and musician, which he credits as the purpose behind his passions,” McNaughton said. “His story is one of hope, perseverance and faith, and is a shining example of how IEHP providers make a difference and improve lives of people in our community.” 
 
In this time of anxiety and uncertainty, Worku hopes people will find encouragement and strength in his music. “My initial goal was to provide music to healthcare workers with their unique perspective in mind,” he says. “Now, with everything happening in the world, I know these songs can be a bright spot during a dark time.”

Worku’s intimate knowledge of healthcare, time he’s spent with those in the worst of their suffering, and his love of bringing people together to support one another all contribute to his work as a musician.

In his recent song “Love Remains,” Worku describes the strength needed to overcome adversity during difficult times. “I had no idea how applicable the music would be to what the world would be facing just months after I wrote the song,” he said. “Music became part of my healing process when facing tragedies, and it’s incredible to see it touch so many others in this time of crisis.”
 
COVID-19 has affected Worku in more ways than one. Professionally, the shuttering of local venues has required him to cancel his tour, and while he misses performing on stage, he is currently focusing on his role as an ER nurse and musician to make a difference.
 
“When I started writing music again, I wanted it to bring hope to those in need. It feels like my experiences in the ER has uniquely prepared me for this uncertain time,” said Worku. 
 
The pandemic has also presented Worku with a newfound appreciation for his work as a musician. “It's humbling to realize the power of music in times like these,” he says. “Until we can be close to each other again, I’m hopeful my music will bring a little light and love into this situation.”

IEHP's PPE Donations Continue to Make an Impact

In response to the personal protective equipment (PPE) shortage, Inland Empire Health Plan (IEHP) secured, packaged, and coordinated donations of more than 2.4 million units of PPE during the COVID-19 pandemic. The endeavor took over three months of planning and led to the distribution of PPE to 15 local agencies.  

“IEHP’s latest contribution in June made a huge impact, allowing physicians to re-open their offices and ensure the health and safety of their patients, their staff and themselves,” said Dolores Green, Riverside County Medical Association (RCMA) Executive Director. “We have packaged the latest IEHP contribution into bundled packages and are distributing to over 200 small-medium practices equaling about 500 RCMA, IEHP and non-RCMA/IEHP doctors.”

To ensure local physician practices continue to have the necessary equipment to serve the community, RCMA, San Bernardino County Medical Society (SBCMS), and the California Office of Emergency Services will host Free PPE Drive-Thru events in the coming weeks for Riverside and San Bernardino County physicians. 

State-provided PPE will include N95 masks, surgical masks, shields, gowns, and gloves. To receive a free supply of PPE, physicians must register and apply at http://www.cmapperelief.org/ by July 21, 2020.

“During the challenges of COVID-19, we’ve worked hard to secure and organize PPE distributions for our physicians,” said Alison Elsner, SBCMS Executive Director. “We are also thrilled to be organizing and hosting two drive-thru events in the coming weeks. Without the foresight, passion, and influence of IEHP from the beginning, many of our physicians would not have been able to remain in practice.”

While IEHP’s PPE Distribution Program has come to an end, the health plan is both honored and thankful to have been a part of so many agencies and community efforts to support the community during the pandemic.

“It has been an incredible journey for IEHP to be able to support our frontline healthcare teams during this trying time,” said IEHP CEO Jarrod McNaughton. “As a health plan, we hope these resources have been helpful and commend those who have been inspired and continue to lend a helping hand to support the health and wellness of our communities.”

Texting Program Supports Local Residents During Shelter in Place Order

More than 94,000 Inland Empire Health Plan (IEHP) members found support during COVID through an unlikely source: texting.

IEHP’s Social Isolation Texting Program helped seniors and members with disabilities establish routines, remain emotionally connected with friends, and foster healthy habits while staying home.

Using a two-way SMS (text message) system, the program engaged members through a series of texts based on the member interaction and preferences. Some members took to the program platform to share their thoughts, “It’s nice that you are persistent and messaging people, so we know someone out there cares. It is stressful to have to go through COVID, especially for people with health issues, like me.”

The 45-day program included messages focused on staying connected with friends and family, remaining active, finding new hobbies, and provided links to a variety of resources to support these strategies.

“We know loneliness is linked to increased risks in stroke, coronary heart disease, anxiety, stress and depression,” said Amrita Rai, IEHP’s Clinical Director of Behavioral Health. “To combat those impacts, we really wanted to help our vulnerable populations maintain a strong sense of purpose and an opportunity to remain connected to that purpose.”

IEHP members in the program set message frequency and engaged at their own pace. In addition to activity and connection support, members received information links for food, unemployment resources and online courses—most of which were available at no cost.

“Social isolation continues to be a strategic tactic in fighting the spread of COVID-19,” said Rai. “This program was a necessary pivot to keep in touch with our most vulnerable members to ensure connectivity and to let our members know they are not alone.”

To date, the plan has provided over 1.9 million disposable masks, 145,000 N95/KN95 respiratory masks, 80,000 surgical gowns, 130,000 isolation gowns, 43,000 boxes of gloves, 150,000 containers of sanitizing wipes and 48,000 wipe refills.

“This important initiative was a culmination of many moving parts determined to get critical medical supplies to our frontline healthcare partners in the Inland Region,” said IEHP Director of Business Continuity Philip Lo. “Our CEO’s keen insight, extraordinary leadership, and courageous determination was what really gave us the path forward and got us to the finish line quickly. It was a huge team effort and something I have truly been honored to be a part of.”

Distributions and deliveries took place weekly to provide health agencies with a steady and consistent flow of needed PPE.

“Fighting COVID-19 is a collaborative effort,” said IEHP Chief Executive Officer Jarrod McNaughton. “Putting PPE in the hands of those who support the health and wellness of our members and communities, throughout this pandemic is just one of the ways IEHP offered support to our partners during this time. It’s so much more than the right thing to do, it’s the necessary thing to do.”

IEHP Reaches Out to Most Vulnerable During COVID-19

Nearly 55,000 live calls have been made to more than 29,000 Inland Empire Health Plan (IEHP) members, as the plan continues to support its most vulnerable members during the COVID-19 pandemic. Spearheaded by the plan’s Behavioral Health & Care Management Team, 15 IEHP departments took to the phones to personally check-in with members, share CDC guidelines, provide pharmacy information, and offer support and resources.

In compliance with the California Department of Managed Health Care (DMHC), IEHP reached out to members who are 65 and older, members with disabilities, and members with chronic conditions. While IEHP’s membership spans both Riverside and San Bernardino County, call volumes were highest in the cities of Riverside and Yucaipa.

“During the call, if a member reports needing assistance with basic needs such as food, we provide them with resources made available through our Community Health Department as well as other community resources,” said IEHP Director of Integrated Care, Shelly LaMaster. “When members need care coordination assistance for medical and/or behavioral health, they are connected with the appropriate IEHP team.”

To ensure the members at risk were reached during this critical time, IEHP’s Behavioral Health & Care Management Team combined efforts with team members from other departments, including Community Health, Facilities, Finance, Health Navigators and more.

“It was never a question of whether additional departments were willing to assist,” said Behavioral Health Clinical Director Amrita Rai. “IEHP’s team members will do whatever it takes to support our members, regardless of their job title. It’s who we are and it’s who IEHP is as a health plan.”

Due to the high volume of members, more than 623,192 pre-recorded calls were made, contacting 92,232 additional members. Similar to live calls, pre-recorded calls shared CDC recommendations, pharmacy information and provided resources to address food insecurity and other obstacles members could be facing.

IEHP will continue this effort until all members within the criteria are contacted.

“Now more than ever, a simple check-in can make all the difference,” said Dr. Karen Hansberger, IEHP Chief Medical Officer. “By contacting our most vulnerable members directly, we’re able to bridge any gaps in care they may be experiencing and can connect them to needed resources and services like food or housing assistance. IEHP is committed to whole person health and wellness, and actively helping our members meet their social needs is a critical element of that commitment.”

Local LGBTQ+ Organization Receives $2,500 Sponsorship

Inland Empire Health Plan (IEHP) donated $2,500 to Free Mom Hugs Inland Empire, helping support affirmations and celebrations of the LGBTQ+ community during pride month and ensure these activities continue throughout the year. This sponsorship is in addition to IEHP’s recent statement reaffirming support of protections for gender identity and sexual orientation.

Free Mom Hugs is a registered non-profit organization composed of parents and allies of the LGBTQ+ community. They utilize donations, volunteer support and active chapters in 48 states to educate and encourage families, church leaders and civil leaders to embrace and support the LGBTQ+ community.

“Free Mom Hugs Inland Empire Chapter is so grateful to IEHP's donation,” said Desiree Menjivar, Free Mom Hugs Inland Empire Chapter Lead. “2020 was the year to go ‘Beyond the Hug,’” she added. “Due to events being cancelled to keep us all healthy and safe, we had to reinvent ourselves to keep up. We look forward to partnering with IEHP to spread love and support in our community, when and where we can.”

Focusing on inclusivity and the needs of LGBTQ+ young adults, Free Mom Hugs Inland Empire will join IEHP in supporting Host Homes Program events this summer. Host Homes Program is a national initiative that provides supportive, short-term housing for young adults (ages 18-24) who are experiencing housing instability.

“Our mission to deliver quality, safe and accessible health care has and will always be the driving force behind everything we do,” said IEHP Chief Executive Officer, Jarrod McNaughton. “This includes respecting the dignity of the people we serve and ensuring all members, including those who are part of the LGBTQ+ community, have the support and resources they need to be healthy and well. Statement on Discrimination Protections for Gender Identity and Sexual Orientation

Inland Empire Health Plan (IEHP) reaffirms its support of discrimination protections for gender identity and sexual orientation.

Despite the U.S. Department of Health and Human Services publishing a final rule on June 12 removing such protections under the Affordable Care Act, IEHP remains committed to maintaining access to gender health care benefits for Members who identify as transgender or gender diverse.

We will continue to protect the rights of all of our Members, regardless of their gender identity or sexual orientation. Not only is it the right thing to do, it is state law.

According to California law, “No person may—on the basis of sex, race, color, religion, ancestry, national origin, ethnic group identification, age, mental disability, physical disability, medical condition, genetic information, marital status, or sexual orientation—be unlawfully denied full and equal access to the benefits of, or be unlawfully subjected to discrimination under, any program or activity that is conducted, operated, administered or funded by the State. This includes, but is not limited to, the Medi-Cal program.”

Likewise, the Department of Managed Health Care mandates that California-licensed health plans must continue to comply with California’s requirements to provide enrollees with notice of the availability of free language assistance services in English and the top 15 languages spoken by Limited English Proficiency individuals in California.

A Statement From Our CEO

As the health plan with the heart, IEHP has always been committed to ensuring all of our Team Members, Members, Providers, and Community are treated equally with compassion and respect. Now, more than ever, we need to ensure that commitment translates into meaningful action.

That starts by speaking out against injustice, racism and hate. So, I will get the ball rolling:

IEHP adamantly condemns anti-Black discrimination and violence against Black men and women.

To some of you, this may be a given. To others, this may be a surprise. That’s why we can’t afford to not take a stand as an organization when it comes to racism or be worried about having discussions that might make people uncomfortable. IEHP is an advocate for public health, and racism is a public health crisis.

But before we begin to ask how we can make a difference on the outside, we first need to take a look on the inside. We must start these conversations within our own circles of influence.

In fact, I recently sent a message to nearly 2,500 of our community partners to voice my call for a change. The senseless killings of Ahmaud Arbery, Breonna Taylor, George Floyd and Rayshard Brooks, to name just a few, must stop if we are ever to see healing and hope in our land. Rest assured, this is an issue that IEHP will continue to focus on even after the protests come to an end and the headlines have gone away. Helping people lift the burden of their suffering – whether it’s physical, emotional, social, or mental – will be ingrained into our culture and our soon-to-be unveiled new Mission, Vision and Values.

IEHP Members Thrive in New Health Homes Program

More than 9,000 Inland Empire Health Plan (IEHP) members are thriving thanks to the plan’s newly-established Health Homes Program (Health Homes). Launched in 2019 to provide complex care for Inland Empire residents, Health Homes delivers broad-based care to those experiencing chronic physical, mental health, and substance use conditions.

Since implementation, Health Homes members have seen overwhelmingly positive clinical health outcomes related to blood pressure, diabetes and depression. Care teams have also proven to be an invaluable resource during COVID-19, providing at-risk members with immediate care assessments, telehealth consultations, connections to food, behavioral health services and more.

“Health Homes shows how dedicated, multidisciplinary care teams providing personalized and holistic care in the community can move the needle forward on outcomes for vulnerable populations,” said IEHP Senior Medical Director Dr. Elise Pomerance.

Administered in partnership with California’s Department of Health Care Services (DHCS), IEHP’s Health Homes program supports nearly 50% of the state’s Health Homes enrolled residents, providing integrated care management for Medi-Cal members with complex needs. The program delivers individualized, whole-person care facilitated by an integrated care team that works closely with the member’s Primary Care Physician.

One of the early successes of Health Homes is the improvement of clinical outcomes for blood pressure, diabetes, and depression. “We also found a statistically significant decrease in emergency department visits and an increase in primary care physician visits, indicating better connection to health resources for the members,” said Dr. Pomerance, “which is very encouraging this early in a new program.”

To help members gain access to resources, the Health Homes care team identifies members who have need and are eligible. This team includes a Registered Nurse, a Behavioral Health Provider, a Care Coordinator and a Community Health Worker.

 “I used to cry a lot about things not getting done and not getting any help. My case managers said, ‘we’ll help’ and they did,” said Sharron, a Health Homes member since 2019. “Now, I have a large team helping me. My care team helped me get back to being a more positive person and gave me confidence to take charge of my care.”  

Health Homes care teams utilize IEHP’s real-time data to identify which eligible Health Homes members are hospitalized and initiate enrollment into the program during a hospital visit (prior to COVID-19 restrictions). In addition, care teams identify and enroll members through routine in-clinic interactions with members and providers.

 “We believe in Health Homes,” said Dr. Pomerance. “We will continue to support our provider and member community by advocating for services that embody and promote IEHP’s commitment to person-centered, population health, and measurement-based care practices to improve health outcomes in our community.”

Community Organizations Receive $33,000 from Technology Grant

Inland Empire Health Plan (IEHP) awarded $33,000 to 22 local organizations through their Connect IE Technology Grant. This grant helps Connect IE partners expand their technological capabilities through online services during COVID-19.

“COVID-19 is one more stressor added on top of our clients existing challenges,” said Aaron Scullin, executive director of Rim Family Services, Inc. “It has made the delivery of our services even more vital.  Through the generous grant, [we are] now able to purchase needed telehealth equipment and software which will help us meet the growing need.”

Receiving $1,500 each, grant recipients also support 211 San Bernardino County, 211 Riverside County and Coachella Valley Health Information Place. These organizations include:

“This grant helps provide mental & behavioral health services via telehealth,” said Doug McKown, executive director of Samaritan Counseling Center. “Now more than ever, our clients need the psychological & educational services our caring staff provide. We are grateful to Connect IE for helping us facilitate healing and hope to those in need.”

To be eligible for the sponsorship, organizations were required to be located in either Riverside or San Bernardino counties, provide multidisciplinary health and human services, and be active users on the community resource search platform, Connect IE. 

“During this crisis, community needs for support and resources grew exponentially,” said Dr. Gabriel Uribe, IEHP community health director. “We had to step in and offer support so that organizations could transition and operate in new ways to continue to bridge gaps related to social determinants of health.”

Agency Collaboration Supports Inland Empire Physicians

San Bernardino County Medical Society (SBCMS), Riverside County Medical Association (RCMA) and Inland Empire Health Plan (IEHP) announced details of the agencies’ collaboration to support Inland Empire physicians, ensuring their practices remain intact and can continue to serve the community.

Support includes a multi-level approach including financial, administrative and personal protection equipment (PPE) supplies to physicians. These efforts are in addition to IEHP’s recent announcement to provide financial support to the plan’s contracted hospitals. 

“RCMA began hearing from specialists who were closing their practices, furloughing staff and were unable to cover salaries and overhead,” said Dolores Green, executive director of Riverside County Medical Association. “We approached IEHP to discuss how our local health plan could join efforts to support surgeons and specialists. IEHP immediately stepped up and expressed their desire to help, resulting in a new payment policy. Together by reducing collateral damage to our providers, we can ensure the viability and sustainability of our healthcare system in the Inland Empire.”

IEHP introduced the Physician Specialist Compensation Program to support physicians during COVID-19.  This innovative program compares physician’s average claim payments of 2019 to the current average received during the COVID-19 pandemic. The program pays physicians up to 90% of the difference, enabling practices to remain open and prepared for increasing volumes when COVID-19 sanctions are lifted. 

New guidelines surrounding paid leave and telehealth strategies have added to the changing landscape for physician practices. Identifying a need for support, SBCMS, RCMA and IEHP have organized educational opportunities to help physicians navigate these new guidelines and implement telehealth strategies to support patients.

“On any given day, IEHP is a lifeline for our physicians,” said Alison Elsner, executive director of San Bernardino County Medical Society. “However, during challenges of COVID-19, IEHP has become a vital conduit of support and survival for our physicians and the patient community they serve. Many of our physicians would not have been able to remain in practice without the foresight, passion and influence of IEHP. SBCMS is beyond grateful for the collaboration.”

Coordinating with SBCMS and RCMA, IEHP donated personal protective equipment (PPE) through a series of distributions to each organization for physicians in the Inland Empire. “Physicians, who would otherwise not be able to see patients for what are often life-threatening conditions, are allowed to provide care and access through IEHP's generous and steady donations of PPE," added Elsner.

The medical organizations and IEHP continue to communicate and connect regularly to ensure local physicians have the support and resources they need.

“Our physicians are doing all they can to continue to show up for our communities,” said Jarrod McNaughton, IEHP CEO. “It’s an honor to partner with SBCMS and RCMA to rally around our physicians and serve as reinforcements to the great work they do and have always done for us.”

Local Podcast Promotes Mental Health in Community

Inland Empire Health Plan (IEHP) has launched Chat and Chai, a new weekly podcast focusing on mental health.

Hosted by IEHP’s Behavioral Health Medical Director, Gayani DeSilva, and IEHP Clinical Behavioral Health Director, Amrita Rai, the podcast will explore the connection between physical and mental health and provide practical advice and tools for members and the community.

“It is unrealistic to be happy all the time; disappointments are a part of life. The key is to understand what affects you and what doesn’t, and to learn how to deal with what you have control over, what you need help with and what you should let go of,” said DeSilva. “With Chat and Chai, we aim to share these messages with our members and community in ways that resonate with them.”

Chat and Chai’s first episode launched in early May and discussed emotions and loneliness during the COVID-19 pandemic. DeSilva and Rai share relatable insight into what it’s like to grieve what we used to call “normal” and offer tips for connection while feeling withdrawn. 

Future episodes will cover topics such as sleep, parental wellness, nutrition and the brain and teen health through a blend of clinical and practical information. In addition to providing insight on mental health, the podcast will remind listeners that not being OK is OK—and normal.

“There truly is no health without mental health,” said Rai. “Chat and Chai will allow us to unpack that message and illustrate how mental and physical health impact one another. We’re so excited to share that message with members of our community.”

Uninsured Inland Empire Residents Receive 24/7 Access to COVID-19 Medical Advice

Uninsured Inland Empire residents now have access to medical advice 24/7 through the Inland Empire COVID-19 Medline, thanks to a collaboration between Inland Empire Health Plan (IEHP), 211 Riverside and San Bernardino County, Riverside and San Bernardino County Public Health, and Carenet Health.

This free resource is accessible to uninsured residents in Riverside and San Bernardino counties who call 211’s social service line with COVID-19 related health questions. In addition to community resources, 211 can route callers to a health professional, staffed by Carenet Health.

In weeks prior, COVID-19 medical advice was offered to uninsured Inland Empire Residents through 211 on a limited basis. Inland Empire COVID-19 Medline was created to expand upon the original service and to provide a sustainable source of care for the Inland Empire’s uninsured population during this pandemic.

“Regardless of insurance status, residents need access to trusted medical advice so appropriate measures can be taken when they or their family are ill,” said Takashi Wada, IEHP vice president of population health.

While the Inland Empire COVID-19 Medline is for residents who do not have insurance, residents with health insurance are encouraged to contact their insurance nurse advice line with health questions and for resources in their network.

To support uninsured Inland Empire residents through the duration of the COVID-19 pandemic, the line will remain operational through the pandemic.

“Community health is one of IEHP’s largest priorities,” said IEHP Chief Executive Officer Jarrod McNaughton. “Supporting those most vulnerable during this time is a critical element to ensure the health and wellness of our community, as well as the health of the Members we serve.”

IEHP Donates 221,000 PPE Units and Supplies

Inland Empire Health Plan (IEHP) has sourced and donated more than 221,000 units of personal protective equipment (PPE) supplies to local government agencies, medical societies, associations and hospitals in Riverside and San Bernardino counties during the COVID-19 pandemic.

Receiving organizations include:

To date, the plan has provided 53,000 disposable masks, 13,000 N95 masks, 50,000 surgical gowns, 70,000 isolation gowns, 80,000 boxes of gloves and 3,000 containers of sanitizing wipes.

Recipients have been very thankful for the supplies. “Thank you, IEHP, for providing safety and protection,” said Loma Linda University President Richard Hart. “IEHP’s gift for COVID-19 Clinical Care means critical medical supplies are present. Every time our healthcare providers don personal protective equipment—IEHP’s compassion becomes a reality. When a caregiver reaches for available hand sanitizer and gloves—IEHP’s gift makes a difference.” 

IEHP’s Business Continuity and Facilities Teams have worked with receiving organizations to coordinate distributions by low-contact delivery or pick-up options. 

“Supporting our community is part of our mission,” said IEHP Chief Executive Officer Jarrod McNaughton. “It was a necessary pivot to support our providers and community in the way that was needed. We are prepared to continue these efforts and stand with our partners as we fight COVID-19, together.”

2-1-1 Gives Uninsured Residents Access to Medical Advice

Uninsured Inland Empire residents who call 2-1-1’s social service line with COVID-19 health questions can now be routed to a health professional for medical advice, thanks to a collaboration between Inland Empire Health Plan (IEHP), 2-1-1 San Bernardino and Riverside County, and San Bernardino and Riverside County Public Health

Nurses from IEHP and San Bernardino County Public Health are supporting 2-1-1 callers Monday through Friday, 8 a.m. to 5 p.m., with answers to health questions and advice on how to access medical care related to COVID-19.

While this resource is for Inland Empire residents without health insurance, residents with health insurance are encouraged to contact their insurance nurse advice line with health questions and for resources in their network.   

“Access to trusted medical advice during this time is critical for everyone,” said IEHP’s Chief Medical Officer Dr. Karen Hansberger. “Having your questions and concerns answered by a health professional you can trust, especially during this time of concern, provides residents with peace of mind and that makes a world of difference in feeling better.”

As the Inland Empire communities work together to flatten the curve, IEHP is taking steps to provide long-term support for residents through additional partnerships including implementing a dedicated medical care line.

Local Seniors Receive Three Weeks of Food and Supply Deliveries

Local seniors will have grocery and hygiene products delivered to their senior living apartments for the next three weeks, thanks to a collaboration from San Bernardino County, Unidos Por La Musica (UPLM), and Inland Empire Health Plan (IEHP).

Participating California senior living apartments include: Bloomington Grove & Lilian Court Senior Apartment Homes in Bloomington, The Magnolia at 9th Senior Apartments in San Bernardino, and Jeffrey Court Senior Living Apartments in Highland.

“Our goal is to care for those most vulnerable right now,” said IEHP Director of Community Health Gabriel Uribe. “With these partnerships and collaborations, local seniors keep food on the table and have products they need to remain comfortable and healthy.

Starting on April 16 with UPLM’s Bags of Hope Program and data from San Bernardino County, 415 bags of groceries are being delivered each week to seniors across three senior living apartments.

In addition, IEHP will be contributing hygiene products to distribute along with food items. Products include shampoo, toothbrushes, toothpaste, lotion, mouthwash, a limited number of toilet paper, and sanitary supplies.

“For us, it’s always about doing the right thing,” said IEHP Senior Director of Care Integration Jeanna Kendrick. “With like-minded partners, we’re able to do that by offering support to our most vulnerable populations.”

Local Health System Offers COVID-19 Testing to IEHP Members

SAC Health System in San Bernardino is administering COVID-19 tests to Inland Empire Health Plan (IEHP) members. Members do not need to be a current or former patient of SAC Health System to participate in evaluation and testing.

“Our commitment to screening and testing for COVID-19 is focused on flattening the curve for the Inland Empire during this pandemic, and to serve as a safety net health clinic for our most vulnerable population,” said SAC Health System Director of Operations Shannon Estrada.

IEHP members experiencing symptoms (fever, dry cough and shortness of breath) are encouraged to call (909)-771-2911 to schedule a phone appointment with a health professional, who will determine if COVID-19 testing is necessary.

If testing is needed, members will schedule an appointment for SAC Health System’s drive-thru testing clinic at 250 South G. St., San Bernardino. Testing is by appointment only between 9 a.m. to 4 p.m., Monday through Friday.

After testing, members will receive their results from SAC Health System as soon as they are available, which typically takes three to five days.

“We are so grateful to our friends at SAC Health System,” said IEHP Chief Executive Officer Jarrod McNaughton. “They are one of the first COVID-19 testing sites in the region and their love and compassion for our members is evident in the work they do every day.”

Inland Empire Organizations Join Forces During COVID-19 Pandemic

Inland Empire Health Plan (IEHP) has joined forces with local organizations to create several innovative initiatives that include: Coronavirus (COVID-19) testing and lifted pharmacy restrictions for members; personal protective equipment (PPE) and adjusted financial support for health workers; and resource support to the greater community.

This collaboration ensures IEHP’s 1.2 million members and the Inland Empire’s 4.5 million residents have access to essential health and wellness services. The partnership includes Riverside and San Bernardino counties, local medical associations, county hospitals, providers, food banks and other community partners.

IEHP has worked with these partners to support residents who have experienced hardships during this pandemic. These efforts include providing unemployment resources, options for those who need health insurance, and sponsorships and staffing for local food banks.

To support the safety of healthcare workers, IEHP has secured and distributed much-needed PPE to local hospitals and providers. They have also increased financial support for skilled nursing facilities to provide care for COVID-19 patients, when clinically appropriate. Dedicated IEHP webpages for COVID-19 information for providers, members, and community were developed and are updated daily with testing information, changes in county restrictions, and safety information.

IEHP continues to partner with health care providers across the Inland Empire to provide members access to needed services. This effort includes partnership with one of the nation’s largest Federally Qualified Health Centers and IEHP partner, SAC Health System in San Bernardino to administer COVID-19 tests to IEHP members. Members experiencing symptoms (fever, dry cough and shortness of breath) are encouraged to call (909)-771-2911 to schedule a phone appointment with a health professional.

For care without leaving one’s home, all IEHP members have access to expanded telehealth services through their providers. Members also have access to early prescription refills, 90-day medication supplies and medication home delivery services.

“Unprecedented times or not, we will be here for our members,” said IEHP’s Chief Executive Officer Jarrod McNaughton. “However, we know our ability to serve our members would be impossible without the dedicated hands and hearts of our providers, employees and the community. To care for one group, we must care for all.” 

To maintain the health plan’s operation and ensure the safety of more than its 2,200 employees, IEHP has supported 97% of its staff to work from home. The health plan has also researched IRS statutes to allow team members to access cash-outs of paid leave banks.

“We want to bring all the right people to the table for a common goal,” McNaughton said. “It’s all hands on deck and, because of that, new support efforts are added almost daily. We know that together we make things happen and we will get through this together.”

IEHP Donates 45,000 Surgical Masks to Medical Associations

In the last week, Inland Empire Health Plan (IEHP) sourced and donated 45,000 surgical masks to local medical associations to assist with the personal protective equipment (PPE) shortage.

Receiving associations include: The Community Health Association Inland Southern Region, San Bernardino County Medical Society, Arrowhead Regional Medical Center, Riverside University Health System, Loma Linda University Medical Center, and Riverside County Medical Association (RCMA).

RCMA has been working tirelessly to obtain PPE for physicians providing care to patients who must be seen in-person rather than through telehealth during the COVID-19 crisis. Without PPE, doctors and their staff put their patients and themselves at risk,” said RCMA Executive Director Dolores Green. “In partnership with IEHP, RCMA is able to ensure PPE are being supplied to practices so physicians can continue to care for their patients.”

IEHP is making every effort to find ways to help community partners keep medical professionals safe including donating more than 700 tubs of wipes and 154,000 latex and nitrile gloves to area hospitals.

“This is not IEHP’s first donation and it will not be our last,” said IEHP Chief Executive Officer Jarrod McNaughton. “We’ll do all we can to ensure our county partners have what they need to stay safe and continue to care for our communities.”

Local Health Plan Donates More Than $50,000 to Feed Inland Empire

Inland Empire Health Plan (IEHP) has donated more than $50,000 to local food banks to help members and the community feed their families during this difficult time. In addition to sponsorships, IEHP has also provided 5,000 reusable bags and has donated staff resources to support continuity of local food bank operations.

While maintaining the health plan’s services, IEHP has partnered with several local food insecurity partners including The Fruit of Our Hands Ministries Food Pantry in Riverside, Community Action Partnership Food Bank in San Bernardino, the High Desert Food Collaborative, and Feeding America Riverside San Bernardino Food Bank.

“It’s the right thing to do,” said IEHP Community Relations Director Marci Coffey. “Our employees are deeply connected to this calling. While the work may be different, the goal to serve and support our plan’s members and our community remains the same.”

IEHP employees have aided the efforts of these organizations by delivering meals to seniors, organizing donations and preparing food packages for distribution. Employees also participated in food distribution events like Feeding America’s drive-thru event, which provided over 1,000 residents with goods and groceries without having to leave their vehicles. 

“The enthusiasm our employees have to support our members and the community is unwavering, even in these uncertain times,” said IEHP Chief Executive Officer Jarrod McNaughton. “IEHP is incredibly proud to stand behind the compassion and love our employees share for our members and community each and every day. We will continue to do so- that’s who we are.”

IEHP Announces Michelle Rai, MS, as Chief Communications and Marketing Officer

Inland Empire Health Plan (IEHP) is pleased to announce that Michelle Rai, MS, will join IEHP as the Chief Communications and Marketing Officer. In this role, Rai will oversee IEHP’s communications and marketing programs and will guide the health plan in the development of long-term communication and marketing strategies. In addition, Rai will also oversee the strategic execution of IEHP’s community relations, media relations, internal communications, digital and social media.

Rai joins IEHP most recently from Pacific Union College in Napa Valley, where she served as Chair of the Communication Department. Before her role as Chair, Ms. Rai acted as the College’s Public Relations Director. Her vast range of experience also includes media relations, social media, marketing and more.

Rai holds a master’s degree in integrated marketing communication from Golden Gate University. She earned a bachelor’s degree in journalism and communication from Pacific Union College, where she received the prestigious Educator of the Year award in 2016.

“We are very excited to have Michelle join IEHP. IEHP Responds to California Governor Gavin Newsom’s Stay-at-Home Order

Last Thursday’s statewide “Stay-at-Home” order issued by Governor Gavin Newsom drives home just how important our actions are during this unprecedented time. The decisions we make as a healthcare organization and community can make a difference.

Inland Empire Health Plan (IEHP) is taking actions to support its Team Members, Members, Providers and Community to flatten the curve and slow the spread of COVID-19. “The safety and well-being of our Members and Community at large is a priority and our decisions as an organization are guided by that,” said Jarrod McNaughton, chief executive officer, IEHP.

To ensure the health and safety of its Team Members and their families, IEHP instituted a work from home policy and activated its business continuity plan to ensure no disruption in service and care as one of the region’s essential services.

To help its Members with ease of access to services while at home, IEHP is expanding its telehealth policies, encouraging Members to request a 90-day supply of medications, and asking Members to use its mail order delivery service for new prescriptions or refills.

“We are making every effort to protect the health of our Members by following the Governor’s order and keeping them safe in their homes while still enabling them to get the care they need,” said Karen Hansberger, MD, chief medical officer, IEHP. “Governor Newsom’s order supports social distancing, which can slow the spread of the disease and keep health systems from being overwhelmed.”

IEHP is encouraging its Members and Community to adhere to the “order” and follow closely all social distancing advice, such as only accessing services which have been identified as essential, keeping six feet away from others whenever possible, washing hands with soap and water for 20 seconds or using alcohol-based hand sanitizer when soap and water is not available.

“We all must do our part to reduce our risk of exposure and slow the spread of the virus,” said Dr. Hansberger. “That starts with taking care of ourselves and each other.”

IEHP Partners with Operation Community Cares to Provide Care Packages for Active Military

To honor our military personnel for their service and to remind them that they are loved and appreciated by those of us at home, Inland Empire Health Plan (IEHP) partnered with Operation Community Cares (OCC) to assemble 500 care packages for active members of the United States Armed Forces.

OCC is a non-profit organization in Rancho Cucamonga that supports the health and welfare of American servicemen and women across the globe. To pack, organize and process care packages, 30 IEHP Team Members met with OCC volunteers at Hillside Community Church to fill packages with hygiene items and food.

“Organizations like OCC are what make our communities so great,” said IEHP Community Relations Director Marci Coffey. “IEHP is thrilled to participate and support organizations with such sincere causes. Supporting causes like OCC’s and giving back to our local communities are a large part of who we are as a health plan.”

Specializing in helping servicemen and women communicate and connect with family, friends and loved ones, OCC provides access to online message centers, photo albums and facilitates the assembly and distribution of care packages. With donations of goods, funds and time, OCC hosts multiple pack days a year and provides an average of 2,500 care packages to American soldiers.

“Our Team Members give from the heart,” said IEHP CEO Jarrod McNaughton. “They are incredibly generous and show up for causes they truly believe in. While it warms my heart to see them donate their time and resources to OCC’s incredible cause, I’m never surprised because it’s who we are.”

IEHP Scores in the 92nd Percentile in the Country for Team Member Engagement

For four consecutive years, Inland Empire Health Plan (IEHP) has received high Team Member engagement scores. Resilience, respect and high-quality care and service were high performing themes on the 2019 Inland Empire Health Plan (IEHP) Team Member Engagement Survey, placing the health plan in the 92nd percentile compared to the National Health Care Benchmark.

Administered by Press Ganey Associates, Inc., the online survey captured feedback and measured the level of commitment Team Members have for the health plan’s mission and vision, otherwise known as engagement. High scoring topics that drove IEHP’s engagement score were “I would recommend IEHP as a good place to work, I am proud to tell people I work for IEHP and I would recommend IEHP to family and friends who need care.”

96% of Team Members took the survey,” said IEHP Chief Organizational Development Officer Janet Nix. “We’re really fortunate to have such a high participation rate and I think it’s a testament to all the change that surveys in previous years have facilitated. Our Team Members share, and we listen to do all we can to respond to their feedback.”

In recent years, Team Member feedback collected in the survey has influenced the implementation of several programs and initiatives that make IEHP a unique place of work. These implementations include Team Member wellness, bilingual pay, career coaching, expanded recruitment and many more.

“IEHP’s Team Members are truly the heart of the health plan. With their work, we are able to fulfill our mission and continue to make a difference in the lives of our Members and our communities,” said IEHP CEO Jarrod McNaughton. “If there’s something our organization can do to enhance their work, we want to hear about it. IEHP Celebrates 10 Years of Integrated Behavioral Health Services

Ten years ago this month, Inland Empire Health Plan (IEHP) took the opportunity to better integrate and enhance accessibility of Behavioral Health Services to Members, making IEHP the first health plan in the state to bring Behavioral Health Care in-house. Since the transition, IEHP’s Behavioral Health Team has dramatically evolved to better meet the needs of Members in innovative ways that focus on Whole Person Health Care.

With a Behavioral Health Team in-house, IEHP is able to break down silos to better share information and care coordination between Behavioral Health Providers and Primary Care Providers, all in one system. Internal benefit management also allows for increased collaboration between internal departments. For example, to further enhance Whole Person Health Care, IEHP’s Behavioral Health Team joined forces with Care Management to create an integrated complex care team to address Members physical, behavioral, social and environmental needs.

“IEHP’s vision is to make a difference and improve lives. Our Behavioral Health Team aims to accomplish this by advocating and caring for those suffering in silence,” said IEHP’s Clinical Director of Behavioral Health and Care Management Amrita Rai, LCSW. “By making sure we have clear processes in place and Team Members who share their compassion and empathy, we’re able to carry out our mission.”

Starting with seven Team Members and 350 Provider contracts, IEHP’s Behavioral Health Team has grown to 87 Team Members and more than 1,000 Provider contracts. With these resources, IEHP’s Behavioral Health Team is able to coordinate and manage about 5,400 calls and 3,500 Provider and Member requests every month.

“We know the need is great and IEHP’s commitment to respond is driving us to innovate and find ways to support and share information with our Members and our community. That’s why this year, we’re working on a brand-new podcast to discuss and explore the connection between physical and mental health,” said IEHP Behavioral Health Medical Director Gayani DeSilva, MD. “It’s just one way our team continues to make those needed contributions to Behavioral Health Care, because there is no health without Mental Health.”

IEHP Announces Healthcare Scholarship Fund

To increase the number of healthcare professionals in the Inland Empire and improve Member access to care, Inland Empire Health Plan (IEHP) is thrilled to announce its $40 million commitment over five years to launch the Healthcare Scholarship Fund (HSF). In partnership with local academic institutions, this fund will help remove the barrier of debt for medical students and develop a growing workforce for healthcare professionals to care for the Inland Empire’s growing Medi-Cal population.

According to the California Health Care Foundation, the Inland Empire has one of the lowest ratios of Primary Care Physicians (PCPs) and specialty physicians per 100,000 people in California. In addition, the Inland Empire lacks adequate Specialty and Behavioral Health practitioner capacity to serve the current growing population.

“Sometimes, the only thing standing between ambition and opportunity is a solid bridge,” said IEHP CEO Jarrod McNaughton. “Removing debt as an obstacle allows graduates to pursue additional paths of study. This will help them become leaders in their fields or allow them to devote themselves fully to patient care, which is critical to the physician shortage in our two counties.”

In the Inland Empire, the average cost of a four-year medical degree is $276,800, about half the cost of an average California home. The HSF will aid students by removing the financial burden of medical school that often restricts the choices of many aspiring healthcare professionals and allow recipients to immediately pursue careers in healthcare.

“Anyone aspiring to serve and help others deserves a chance to do so, regardless of their economic background. We’ve seen similar scholarship funds really make a difference in communities, and we are excited to be a part of it in our own community,” added McNaughton.

IEHP Celebrates the Appointment of the New Director of California Department of Health Care Services

Today, Jarrod McNaughton, CEO of Inland Empire Health Plan (IEHP) celebrated Governor Newsom’s appointment of IEHP’s former CEO, Dr. Bradley Gilbert as the new Director of the California Department of Health Care Services (DHCS):

IEHP Promotes Awareness of Medicaid to Uninsured Residents

Inland Empire Health Plan (IEHP), a top 10 largest Medicaid health plan in the country, is aiming to inform more than 100,000 Inland Empire residents who are uninsured and eligible for Medicaid (called Medi-Cal in California) of their coverage options. This population includes those newly eligible, as a result of California’s recent Medi-Cal Expansion to young adults under 26, regardless of immigration status.

To ensure the greatest number of eligible residents are informed of their Medi-Cal coverage option, IEHP has launched an extensive integrated campaign covering vast geographical locations throughout the Inland Empire. This comprehensive campaign includes community partnerships, television commercials, outdoor signage, radio ads, text messaging, social media, print advertisements and Medi-Cal application support.

“In order to increase positive health outcomes in our communities, we have to increase awareness of Medi-Cal to the uninsured and eligible, especially to those who are newly eligible. By launching a campaign that reaches a vast geography, we will bring health care coverage information to residents in hard-to-reach areas,” said IEHP Senior Marketing Director Thomas Pham. “Application support is also a critical component to this campaign. Our Enrollment Assistance Team is ready and eager to help residents apply and ultimately set them on the right path to get the care they need.”

When contacted, IEHP’s certified Enrollment Assistance Team will answer questions about the

Medi-Cal process and if requested, can help complete and submit their full Medi-Cal application.

“Our team is really excited to be able to make the Medi-Cal application process as easy as possible for our community. Navigating health care can be difficult and even scary at times. We want to do all we can to make the Medi-Cal application process a positive one, so our communities can receive the health services they need,” said an IEHP Enrollment Assistance Advisor.

IEHP Introduces New Community Health Workforce

Aiming to improve health outcomes for Members, Inland Empire Health Plan (IEHP) has introduced 75 Community Health Workers (CHWs) who have undergone nine weeks of intensive training at San Manuel Gateway College-Loma Linda University. These CHWs will support comprehensive care management for IEHP Members with chronic health conditions, who are enrolled in the Health Homes Program.

CHWs, defined by the American Public Health Association, are frontline public health workers who serve as liaisons between health plans, social services and the community. To equip IEHP’s CHWs for their role, the training curriculum covers integrated complex care topics such as motivational interviewing, trauma-informed care, medication review, assessment, and linking to community resources.

“By investing in this training, we have launched a new Community Health Workforce at the largest scale to date in the Inland Empire, and we are assured they are incredibly well trained for their critical role within the Health Homes Care Teams,” said IEHP Senior Medical Director of Practice Transformation Elise Pomerance, MD, MPH.

IEHP currently has 50 Health Homes Care Teams that are located in key geographic regions, heavily populated by IEHP Members. These teams include a registered nurse care manager, behavioral health care manager, care coordinator, and a CHW, creating an integrated, multidisciplinary approach to whole person care.

“Many of our Members with chronic conditions struggle to navigate their way through the healthcare system. We want to eliminate any barriers we can. Through our CHWs, we are able to improve health outcomes by increasing their engagement in their health and connecting them to any additional resources they need,” said IEHP Point of Service Care Management Clinical Director Catherine Knox. “CHWs have really become a critical part of the Health Homes Program work we do at IEHP.”

IEHP plans to train additional CHWs in the coming weeks to prepare for potential opportunities presented through the Medi-Cal Healthier California for All initiative.

To address needs related to Social Determinants of Health across the Inland Empire, Inland Empire Health Plan (IEHP) facilitated the development of Connect IE. This inclusive, free-to-use online platform has fostered nearly 300,000 engagements from residents in San Bernardino and Riverside counties, connecting them to community resources including, but not limited to, food pantries, legal and financial aid services.

IEHP introduced the Connect IE platform to the Inland Empire in 2018, with collaborative efforts from Inland Empire United Way, 211 San Bernardino, 211 Community Connect Riverside, Desert Healthcare District and the Inland Empire Health Information Organization (IEHIO). The easy-to-use platform is accessible to the general public and allows users to search for resources with just a zip code. Users are provided a list of local community resources to fulfill or support those needs.

“IEHP recognizes that our members and community have needs that may lie outside traditional healthcare but directly impact their health. Lack of housing, food, transportation, are just a few Social Determinants of Health that Connect IE addresses,” said IEHP Social Determinants of Health Program Manager Gabriel Uribe. “Connect IE supports those needs by connecting people to resources that will, in turn, influence and positively impact their overall health and wellness.”

Connect IE is also utilized by community organizations to ensure that residents receive resources in a timely manner. Community organizations also have the ability to send and receive referrals directly on the platform, increasing access to resources.

“We use Connect IE to help our patients who lack Social Determinants of Health, like education, nutrition and transportation. Connect IE helps me better serve my patients because I’m able to bridge the gaps they are missing and would go into the hospital for,” said Inland Empire Foundation for Medical Care Coordinator Brishay Terrell.

IEHP Declares the New Medi-Cal Healthier California for All Initiative a Collaboration Opportunity

Inland Empire Health Plan (IEHP) sees many opportunities for statewide health care collaboration in 2020 through the Department of Health Care Services (DHCS) Medi-Cal Healthier California for All initiative (formerly known as CalAIM). This multi-year transformative initiative aims to improve the individual health and quality of life for IEHP Members and residents in the state of California significantly.

The new Medi-Cal Healthier California for All initiative is a framework that will address many of the complex challenges that face California’s most vulnerable residents. The primary goals of the initiative are to identify and manage member risk and need through whole person care approaches and address social determinants of health; move Medi-Cal to a more consistent and seamless system by reducing complexity and increasing flexibility; and improve quality outcomes and drive delivery system transformation through value-based initiatives, modernization of systems and payment reform.

“IEHP will be applying our experience and lessons learned from our innovative programs like Health Homes, Population Health and the Behavioral Health Integration to contribute to the design of the robust and ambitious framework that our friends at DHCS have created,” said IEHP CEO Jarrod McNaughton. 

For further engagement with Medi-Cal Healthier California for All in 2020 and beyond, IEHP will continue to participate in workgroups with DHCS, health plans throughout the state and our local regional partners to advocate for our Members and our communities.

“I believe the continued partnership with our Providers, counties and our community partners will be key to the success of this initiative,” said McNaughton. “The possibilities of 2020 are some of the most exciting I’ve ever seen in my career as a health care leader.
