Jarrod B. McNaughton is the Chief Executive Officer of Inland Empire Health Plan (IEHP). In this role, he works collaboratively with the IEHP Governing Board to set the strategic vision and provide executive leadership for one of the 10 largest Medicaid health plans and the largest not-for-profit Medicare-Medicaid Plan in the U.S. He cultivates IEHP’s strong partnership with Providers, hospitals and hundreds of community partners to deliver quality whole-person care to more than 1.2 million Members. He ensures financial stewardship and stability for IEHP’s more than $5.4 billion operational budget.
A visionary health care leader, Mr. McNaughton joined IEHP in 2018 as Chief Operating Officer. In this role, he was responsible for the operations, claims, provider contracts, enrollment and eligibility, performance improvement and Member services departments, supporting IEHP’s organizational directives, advancing IEHP’s LEAN transformation, and ensuring IEHP’s mission to deliver quality service to our Members and Providers effectively and efficiently.
Prior to IEHP, Mr. McNaughton served in several roles of increasing responsibility in hospitals and large hospital systems. For nearly 20 years, he has led multi-tiered operational strategies and innovation that consistently generated superior results. He has a well-established reputation for building dynamic teams, developing leaders and fostering key relationships in the community. His ability to remove obstacles and empower everyone, from frontline Team Members to Physicians, will help support IEHP’s position of strength in the ever-changing health care environment.
Mr. McNaughton’s roles as President of Kettering Medical Center and Executive Vice President of Kettering Health Network demonstrated his strategic business acumen, empathy and visionary leadership. He developed a coordinated and detailed strategy for the entire network and spearheaded many forward-looking changes in services and delivery of care to patients at those facilities. The Kettering Health Network in Southwest Ohio includes eight hospitals, nine emergency departments, many outpatient clinics and over 11,000 employees.
Prior to his role at Kettering Medical Center, Mr. McNaughton was Vice President at San Joaquin Community Hospital. Among his many achievements there, he developed and implemented a new mission and service department that helped increase patient satisfaction scores from the 40th percentile to the 85th percentile in less than a year.
Mr. McNaughton’s strong commitment to the community fits well with IEHP’s mission and company culture. He is an Assistant Clinical Professor at Loma Linda University and a board member for several educational and non-profit agencies. A volunteer with Global Medical Missions, an international aid organization, he has led short-term mission teams to Kenya, Malawi, Nigeria, India, Nepal, Honduras and Mexico. Away from work, he enjoys singing, musical theater and flying single-engine planes.
Mr. McNaughton pursued an undergraduate degree from Pacific Union College where he earned a bachelor’s degree. He earned his master’s degree in Business Administration from the University of La Verne, Graduate School of Business. In addition, he is a Fellow of the American College of Healthcare Executives.
Michael T. Deering joined Inland Empire Health Plan as Chief Information Officer in September 2011. In this role he oversees all technology functions for IEHP and created a technology roadmap for future growth in membership and the provider network. He also leads the organization’s software development, application support and healthcare analytics reporting (HAR).
Mr. Deering is a technology and business-savvy visionary with broad executive leadership experience and proficiency in developing technology solutions to solve complex challenges. With more than 20 years of hands-on technology experience, he has extensive knowledge in network infrastructure, server platform and development methodologies. He has a proven track record of integrating technology strategies with business models, leading enterprise change, effectively managing risk profiles and lowering operating costs while improving efficiency ratios. He has had consistent success in recruiting, developing, motivating and retaining high–performing technology teams. Mr. Deering will use his deep experience to ensure IEHP’s technology strategies align with business goals and continue to drive the organization forward.
Mr. Deering has extensive experience in application development, support and maintenance as well as all technical aspects of acquisition integration projects, from diligence through successful evaluation, roll-out and completion. He has developed world-class IT staff, established overall technology strategies, defined organizational e-commerce vision, managed web-based CRM applications, and created information security strategies using best practices. He has also achieved cost savings through restructuring, renegotiations and Lean initiatives, and established solid operational foundations by engineering stable network infrastructures that gave end users instant access to all required data.
Keenan Freeman joined Inland Empire Health Plan as Chief Financial Officer on October 13, 2016. In this executive role, Mr. Freeman is responsible for the overall financial management of IEHP, its financial reporting and transparency, and for multiple plan financial functions including accounting, purchasing, capitation, cost recovery, risk management, and the coordination of fiscal and other operational audits.
Keenan Freeman brings over 28 years of professional finance experience to IEHP which includes 16 years of strategic leadership in multiple functions including financial, operational and strategy development in a provider-owned health plan and a multi-specialty medical group with over 4,000 providers. Mr. Freeman most recently served as Chief Financial Officer for Providence Medical Group in Oregon where he spent 5 years providing operational and financial leadership for over 1,200 physicians, physician assistants and nurse practitioners. In addition, he served for eight years as Chief Financial Officer and two years as Chief Operational Officer for First Care Health Plans in Austin Texas.
Mr. Freeman understands the importance of developing external relationships with key physicians, health systems, and governmental entities. He enjoys building cross-functional teams to achieve short and long-term objectives and values the importance of developing external relationships with key physicians, health systems, and governmental entities. Mr. Freeman’s leadership in these areas, and in the annual budget process, will keep IEHP financially stable amid healthcare changes and economic volatility.
Mr. Freeman holds a Bachelor’s degree in Administration and Accounting and a MBA from Texas Tech University.
Dr. Karen G. Hansberger is the Chief Medical Officer of Inland Empire Health Plan and was appointed November 2019. She is responsible for providing clinical and strategic leadership through a collaborative, accountable processes to improve the quality of care delivery as evidenced by improved external quality metrics. Dr. Hansberger leads and drives innovative solutions for program development and implementation to improve access, satisfaction and care outcomes that are sustainable and scalable.
Dr. Hansberger is a board-certified OB/GYN physician who has long ties to the Inland Empire. She completed medical school and residency at Loma Linda University where she trained at both old Riverside and San Bernardino County Medical Centers. After completing training, she started and ran a 5-star private practice with Dr. Laurel Munson serving the women of the Inland Empire for more than 20 years. During this time, she devoted herself to comprehensive women’s health care and was one of the first robotically trained women surgeons in the Inland Empire.
Prior to her role at IEHP, Dr. Hansberger has served as the Chief Medical Officer at Adventist Health White Memorial. Her passion for population health led her to serve in East Los Angeles, a diverse community with large health disparities. During her tenure she led population health development for the Adventist Health Southern California Region; led in care redesign to improve quality patient care and reduce waste; oversaw four residency programs; developed a physician wellness curriculum; and oversaw and expanded employee wellness. She created a collaborative partnership with physicians and administration to set and achieve the mutual goals of high-quality care delivery and hospital efficiency. In collaboration with the community and Los Angeles County, she worked to improve the health care access and health literacy in East Los Angeles.
Dr. Hansberger earned a bachelor’s degree in behavioral sciences and earned her Doctor of Medicine from Loma Linda University Medical Center.
Kurt W. Hubler was appointed Chief Network Officer of IEHP in August 2011. In this role, Mr. Hubler leads the organization’s strategy for provider contracting and administration, including hospitals, IPAs and individual direct providers. To ensure our members have access to quality healthcare throughout the Inland Empire, he will work with the current IEHP provider network and contract with new healthcare providers. His 25 years of experience in contracting, credentialing, provider services, and health plan operations will prepare IEHP to enter healthcare reform with a strong network of providers to serve the diverse needs of our growing membership.
Mr. Hubler's previous executive roles and achievements in the healthcare industry will contribute to IEHP’s long-term growth. In his most recent role as executive director of Medicare at CalOptima, Mr. Hubler launched and managed all aspects of the organization’s Medicare Advantage Special Needs Plan from sales, marketing, provider network management, and contracting among other responsibilities. He has a proven track-record in provider network management, contracting, internal plan operations, and negotiations at several health plans in Southern California, such as Inter Valley Health Plan where he served as the chief operating officer and CareAmerica where he served as the administrative director of provider relations.
Mr. Hubler also has significant hospital and medical group experience. His prior positions involved nursing home administration, acute hospital administration and medical group management. In these roles, he contracted and negotiated with physicians and acute-care hospitals throughout Southern California, partnered with IPAs and medical groups, and led strategic planning.
Mr. Hubler pursued undergraduate studies at the University of Southern California, where he earned a bachelor’s degree in public administration. He earned his master’s degree in public health from the University of California, Los Angeles.
Dr. Janet Nix joined IEHP as Chief of Organizational Development on August 10, 2015. She is responsible for the organizational development and operations of Human Resources. As the Chief of Organizational Development, utilizing her vast experience and expertise, Dr. Nix will lead the way to continue developing and improving the core functions of IEHP’s Human Resources. Dr. Nix’s key focus includes impacting the IEHP culture and enriching IEHP’s goal of developing each employee.
Dr. Nix is in charge of many critical tasks including driving IEHP’s processes for recruitment, hiring, on-boarding, benefits administration, company-wide training, and building employee morale.In her role, she is greatly motivated by and focused on supporting IEHP’s core values.
Dr. Nix brings 30 years of experience to IEHP—15 years in education, and 15 years in healthcare. She is very experienced in organizational development, employee engagement, training at all levels in hospital and health systems environments, and many other areas of Human Resources functions. Her knowledge serves her position at IEHP seamlessly as she leads IEHP’s employee development, leadership development, and company environment advancement.
Dr. Nix most recently worked as the Chief Learning Officer for the Hospital Sisters Health System in Illinois, which encompasses 13 hospitals and three integrated physician networks, including 15,000 employees. Previously, Dr. Nix worked as Assistant Vice President of Learning and Curriculum at St. Mary’s Medical Center, and as Dean of Instruction at Victor Valley Community College District.
Dr. Nix earned her Bachelor of Arts in Social Welfare and Master of Public Administration from California State University, Sacramento. Dr. Nix also earned her Doctor of Educational Leadership from the University of LaVerne.
